Government’s Affordable Loans at 5-7-9% programme: Since the beginning of the year, businesses have received concessional loans for over UAH 55 billion

Since the beginning of 2024, Ukrainian entrepreneurs have received 14,645 soft loans under the Affordable Loans at 5-7-9% programme totalling UAH 55.2 billion. The agriculture and manufacturing sectors account for more than two-thirds of this amount.

Over the past week, entrepreneurs took out another 412 such loans worth UAH 1.8 billion. In total, 93,600 loans worth UAH 322.1 billion have been disbursed since the programme was launched in February 2020.

“Ukrainian businesses are receiving more and more concessional loans under the Government’s Affordable Loans at 5-7-9% programme for investment purposes and to improve their energy resilience. This allows companies not only to expand production but also to continue operating even during electricity supply restrictions. Housing associations and housing cooperatives have already begun to take advantage of the Government’s energy concessional lending programme. They can use the concessional funds to purchase and install equipment for generating electricity from alternative sources, as well as equipment for storing electricity,” said Yuliia Svyrydenko, First Deputy Prime Minister and Minister of Economy of Ukraine.

Since the beginning of 2024, entrepreneurs have received affordable loans for the following purposes:

  • UAH 16.9 billion – loans to replenish working capital;
  • UAH 12.5 billion – loans to businesses operating in the high-risk combat zone;
  • UAH 12.2 billion – loans for the development of processing enterprises;
  • UAH 10.7 billion – loans for the implementation of investment projects.

Among the regions, Lviv, Dnipropetrovsk, Odesa, Kyiv, Kharkiv, Vinnytsia, Poltava regions and the city of Kyiv are the leaders in terms of the amount of loan agreements concluded.

As of today, 46 banks participate in the programme, with Privatbank (43,300), Oschadbank (14,500) and Raiffeisen Bank Aval (5,400) disbursing the largest number of loans since the programme’s launch.

The State Programme “Affordable Loans at 5-7-9%”, implemented by the Entrepreneurship Development Fund, is part of the Government’s Made in Ukraine policy to support Ukrainian producers.
