    In 2023, Ukraine needs $38 billion to finance the budget deficit and another $17 billion for urgent recovery, emphasized Prime Minister of Ukraine Denys Shmyhal on October 25 during a joint press conference with Federal Chancellor of Germany Olaf Scholz and President of the European Commission Ursula von der Leyen in Berlin.

    "russia has stepped up its attacks against Ukraine's energy sector and our critical infrastructure. In order to quickly rebuild damaged objects and prevent a humanitarian catastrophe, we need funding from partners in the amount of $17 billion. We engage in vigorous activities for this purpose now," the Prime Minister noted.

    Denys Shmyhal said that Ukraine plans to reduce the budget deficit by 2023, but will still need foreign aid from partners in the amount of $38 billion. According to the Head of the Ukrainian Government, our state expects to receive the appropriate funds in approximately equal amounts from the EU, the USA and the IMF.

    In addition, Denys Shmyhal emphasized that a new coordination platform would be created based on the results of the Second Conference on Ukraine Recovery to become a financial analogue of the security meetings in Ramstein.

    "Financial coordination platform and meetings will allow us to coordinate financial assistance for Ukraine here and now. In addition, the restoration of Ukraine will be the largest investment project in the history of Europe, and for the success of this project, we need to coordinate all partners from the G7 countries, the EU and representatives of international financial organizations in one place," emphasized the Prime Minister of Ukraine.

    According to the Federal Chancellor of Germany, Olaf Scholz, international support for Ukraine is provided now for protection against russian aggression and will be provided after the war for quality recovery.

    The President of the European Commission, Ursula von der Leyen, in her turn emphasized that the EU is working to ensure that Ukraine receives the projected financial support throughout 2023, as well as to confiscate frozen russian assets in favor of Ukraine.
