Denys Shmyhal and EU Commissioner Dan Jørgensen discussed strengthening EU support for Ukraine’s energy sector

First Deputy Prime Minister and Minister of Energy of Ukraine Denys Shmyhal met in Kyiv with EU Commissioner for Energy and Housing Dan Jørgensen.

During the meeting, the head of the Ministry of Energy noted that thanks to the support of the EU and all international partners, Ukraine is continuously working on its recovery. The parties also discussed financing needs. In particular, Denys Shmyhal noted that Ukraine requires at least EUR 5.4 billion to prepare for the upcoming heating season.

“We welcome the decision of the Council of the European Union to provide Ukraine with a EUR 90 billion loan and value this important step. It is critical that a significant share — up to EUR 5 billion from the overall EU financial assistance package — is directed specifically toward protecting infrastructure, restoring heat supply, developing distributed generation, and building strategic reserves,” noted the First Deputy Prime Minister and Minister of Energy.

Given the urgency of preparing for winter, Denys Shmyhal proposed a number of measures to the European Commission to accelerate procurement and project implementation. These include introducing direct or fast-track procurement mechanisms for critical equipment, strengthening procurement capacity, and prioritizing delivery timelines.

The participants also discussed the continuation of Ukraine’s European integration in the energy sector and the implementation of reforms.

Denys Shmyhal thanked Dan Jørgensen for visiting Ukraine on the 40th anniversary of the Chornobyl disaster and for the EU’s ongoing financial and technical support for our country: “We are grateful for every EU decision on financial and technical support and highly value the role of the European Commission in strengthening the resilience of Ukraine’s energy system.”
