Denys Shmyhal: Next stage of the tender for the construction of more than 1.5 GW of new generation capacity begins

The tender commission has approved the tender documentation for prospective participants. This was announced by First Deputy Prime Minister of Ukraine and Minister of Energy Denys Shmyhal.

According to him, the commission has officially approved the tender rules and eligibility requirements. Potential investors will now have 20 days to submit comments and proposals.

The tender provides for the commissioning of 1,505 MW of new highly flexible generating capacity. It covers only new generating units that have not previously been in operation. They are planned to be built in the regions with the greatest electricity shortages: Kharkiv, Sumy, Poltava, Dnipropetrovsk, Odesa, Chernihiv and Kyiv regions, as well as the city of Kyiv.

As Denys Shmyhal noted, each energy facility must have guaranteed capacity of at least 10 MW, be equipped with a second level of physical protection, be capable of operating in the event of a loss of external grid power (black-start capability), and have a guaranteed service life of at least 20 years or 100,000 operating hours.

The Minister of Energy stressed that the state will provide investors with a mechanism to compensate for any potential difference in electricity prices during peak demand periods in the morning and evening. The Government is also considering a war risk insurance mechanism covering the destruction of or damage to equipment through the de-risking framework developed by the Energy Community Secretariat.

“We expect the entire planned capacity to be commissioned by the end of 2027. This will become one of the key elements in the development of distributed generation and the strengthening of Ukraine’s energy security,” Denys Shmyhal added.
