Denys Shmyhal: The year 2026 is a challenge in securing external financing, the need for which remains similar to previous years

Ensuring Ukraine's financial sustainability remains a top priority for the Ukraine Donor Platform. This was emphasised by the Prime Minister of Ukraine Denys Shmyhal during the 14th meeting of the Platform's Steering Committee within the framework of URC-2025.

He stressed that in order to effectively counter the enemy, the Government had submitted amendments to the state budget law to increase spending on the country's defence capability by almost USD 10 billion.

"The total financial resource for defence and security in 2025 will amount to almost USD 50 billion. This is 26% of GDP. The budget for arms procurement is also a record and will amount to USD 16.4 billion. At the same time, general budget revenues will amount to USD 48.5 billion," Denys Shmyhal said and stressed that external financing was important for our country, as it allowed Ukraine to direct its internal resources to defend the country.

The Prime Minister said that this year Ukraine had already attracted USD 22 billion in external financing.

"Meanwhile, the year 2026 is a challenge. Our external financing needs will remain at over USD 40 billion. The key task should be to develop mechanisms and instruments that will allow us to raise these funds," the Head of Government emphasised.

Besides, he stressed that the Government continues to work on the consolidation of internal resources.

"Thanks to the economic recovery and systemic changes in the first 5 months of this year, our state budget has been overfulfilled by USD 1 billion," said Denys Shmyhal. The Prime Minister expressed his gratitude to Ukraine's partners for their support.
