
Denys Maliuska met with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Kuninori Matsuda
On Tuesday, November 9, Minister of Justice of Ukraine Denys Maliuska had a meeting with Ambassador Extraordinary and Plenipotentiary of Japan to Ukraine Kuninori Matsuda. The meeting participants were also Deputy Minister of Justice Iryna Mudra and Third Secretary of the Embassy of Japan in Ukraine Koga Masayuki.
The parties focused on the issue of establishing a special compensation mechanism for damages to Ukraine and Ukrainians caused by the aggression of the russian federation.
According to Minister of Justice of Ukraine Denys Maliuska, this month, we expect to have a resolution on the introduction of a compensatory mechanism at a special session of the UN General Assembly.
"Currently, the development and implementation of a compensation mechanism is among the important and priority areas of work of the Ministry of Justice, and we have great support from international partners," said Denys Maliuska.
The next step will be to negotiate with particular European countries that control russian assets and have frozen them in their countries to transfer them to a special compensation fund.
Ukraine already enjoys the support of international partners in this matter and has hopes that Japan will be among the countries that will join the transfer of frozen russian asset to the compensation fund.
"We expect the UN decision on the need to create a compensation mechanism next week. We understand that the UN Security Council will not approve this idea, because russia has the right of veto and will block the decision. Therefore, we are following the path of obtaining a resolution of the UN General Assembly and we are aware that the decision will not be quick, but it is important for us that discussions of international partners on this issue have already begun at an international diplomatic conference," comments Iryna Mudra, Deputy Minister of Justice and member of the working group on the development and implementation of international legal mechanisms for compensation for damage caused to Ukraine as a result of the armed aggression of the russian federation, established by Decree of President of Ukraine Volodymyr Zelenskyy No. 346/2022 dated May 18, 2022.
Essential in the Ukrainian concept of a compensation mechanism is an international treaty on the establishment of a mechanism for compensation for damages caused by russian aggression. This is an agreement that can be acceded to by countries with a large share of frozen assets of the russian federation.
According to Kuninori Matsuda, it is now a matter of importance to send a contact person to Ukraine for fruitful cooperation at the ministerial level to discuss the compensation mechanism.
Ambassador of Japan to Ukraine stressed the need to enhance communication between Ukraine and Japan at the ministerial level and emphasized the support by the Government of Japan for Ukraine.
