Decarbonising the energy sector is one of the key areas of Ukraine's green transformation and European integration. This was the focus of a Climate Breakfast organised under the C4CA (Capacities for Climate Action) project (Ukrainian Climate Office), implemented by GIZ Ukraine with the support of the European Union and the German Government, in cooperation with the Ministry of Economy and Environment of Ukraine.

Opening the event, Deputy Minister of Economy and Environment of Ukraine Oleksandr Krasnolutskyi noted that, despite the full-scale war, Ukraine continues to pursue its climate policy and meet its European integration commitments. He stressed that decarbonising the energy sector is an important part of modernising the economy, and that one of the Ministry's priorities remains cutting methane emissions, implementing the EU Methane Regulation and developing a modern system for monitoring, reporting and verifying emissions.

"Today, decarbonisation is not only about climate policy. It is also a matter of energy security, economic modernisation and Ukraine's integration into the European market. Our task is to create conditions that will help businesses adopt modern technologies and invest in low-carbon development," said Oleksandr Krasnolutskyi.

Representatives of the Government, the energy sector, international financial institutions and the expert community discussed practical steps for decarbonising the energy sector. The discussion covered, among other things, reducing methane emissions, introducing monitoring, reporting and verification systems in line with EU requirements, modern technological solutions, and mechanisms for attracting investment in climate projects.

During a panel discussion, Oleksandr Krasnolutskyi emphasised that the Ministry is moving from policy development to the introduction of practical regulatory mechanisms for decarbonising the economy. Work is under way on legislation for a national greenhouse gas emissions trading system, as well as on creating conditions for implementing climate projects and attracting investment in low-carbon modernisation. He also highlighted the need to align corporate decarbonisation plans with the National Energy and Climate Plan to 2030, which is an important condition for achieving Ukraine's climate goals and its further integration into the European Union.
