Free prosthetics in 2025: Over 56,000 Ukrainians receive 208,000 rehabilitation means under the state program

In the first six months of 2025, the state provided more than 56,000 Ukrainians with high-quality rehabilitation equipment. In total, according to the Fund for Social Protection of Persons with Disabilities, in the first half of the year, Ukrainians received almost 208,000 products for a total of UAH 2.4 billion under the state program.

Most rehabilitation equipment was provided in Dnipropetrovsk, Lviv, Zhytomyr, Kharkiv and Ternopil regions.

"Providing rehabilitation equipment is about returning people to an active and dignified life. We are building a system where every person who needs rehabilitation equipment, from orthopedic shoes to a complex prosthetic limb, receives it on time, without unnecessary bureaucracy, and most importantly, has the opportunity to choose," said Deputy Minister of Social Policy of Ukraine Volodymyr Vasylenko.

Among the rehabilitation devices provided are:

• upper and lower limb prostheses - 9,400 items;
• orthopedic footwear - over 96,000 items;
• prosthetic and orthopedic devices - almost 30,000 items;
• wheelchairs - over 8,400;
• breast prostheses - over 48,000 items;
• other rehabilitation devices - 21,700 items.

The provision of rehabilitation aids is based on an individual assessment of a person's needs by expert teams. This system was launched on January 1, 2025.

To get an assistive rehabilitation device, one must submit an application online through the Social Portal of the Ministry of Social Policy (soc.gov.ua), subject to an assessment of daily functioning by expert teams. This can also be done through social protection agencies or CASPs. The application can be submitted not only at the place of registration, but also at the actual place of residence. The person does not need to collect certificates on their own - all the necessary information is entered into the electronic system by experts.

All categories of people in need of rehabilitation equipment can choose a supplier from more than 100 manufacturers. The state finances even the most modern highly functional prostheses worth more than UAH 4 million. A significant increase in the maximum cost of prostheses, introduced by the Ministry of Social Policy at the end of last year, allows the use of better components and meets the increased demand for complex prosthetics.
