Farmers who built or renovated livestock farms will receive cost reimbursements until the end of 2025

In 2025, farmers can receive reimbursements for costs incurred in building or renovating farms under the “Financial Support for Agricultural Producers” programme, specifically for supporting livestock farming and agricultural product processing.

Farmers engaged in cattle breeding can claim up to 25% of costs for constructing or renovating farms, milking parlours, or facilities for processing animal by-products.

Reimbursements apply to projects started on or after 24 February 2022 and commissioned between 1 January and 30 September 2025.

Applications will open following an announcement in the State Agrarian Register and continue until 20 October 2025, with document reviews completed by 5 December 2025.

No compensation programme for purchasing breeding livestock is planned for 2025 due to a lack of budget funding.

Background

The Law of Ukraine “On the State Budget of Ukraine for 2025” allocates UAH 1 billion from a special fund for the “Financial Support for Agricultural Producers” programme to support livestock farming and agricultural processing.

The special fund is sourced from 90% of lease payments for state-owned agricultural land under the “Land Bank” project.

As of 27 August 2025, the special fund has accumulated UAH 168.0 million. To avoid dispersing funds, reimbursements in 2025 will focus on costs for farm construction or renovation.
