5G to be tested in Kharkiv and Borodianka – Government updates resolution on radio frequency use

The Government has expanded the list of locations for the pilot implementation of 5G mobile connectivity. Following its launch in Lviv this autumn, the technology will be tested in Kharkiv and Borodyanka, Kyiv region.

These locations were chosen deliberately, as they have suffered significant destruction due to shelling. This will allow testing of network performance under challenging conditions, including potential power outages and partially destroyed infrastructure.

Based on these trials, experts will assess how 5G can aid in urban reconstruction – from smart municipal solutions and telemedicine to the development of digital services for residents.

The updated resolution also creates conditions for the development of other modern technologies:

• Direct to Cell: Enabling connectivity in areas without mobile network coverage, such as mountainous or remote locations. The technology is planned for launch in Ukraine in autumn 2025, with the first test conducted by the Ministry of Digital Transformation and Kyivstar on 12 August.
• Wi-Fi 6E: Allowing the import and production in Ukraine of equipment for more stable indoor signals, lag-free 4K/8K video streaming, and solutions for smart homes and offices.

Additionally, by 2030, Ukraine will gradually transition from 3G to modern connectivity standards, including 4G. This will be a phased process, with operators already upgrading networks to ensure a seamless transition for users.

As a result, users will benefit from more stable and faster connections, while operators will be able to maintain networks more efficiently.
