
The Act of Acceptance and Delivery of works from dredging in the Port of Yuzhny was signed
On January
30, 2018, an Act of Acceptance and Delivery in accordance with the project
"Reconstruction of water approaches, shunting zones and operational water
areas near the berths, and the prospective cargo turnover of the seaport "Yuzhny" in Yuzhne, Odesa region was signed in the Ministry of Infrastructure
of Ukraine.
Volodymyr
Omelyan, the Minister of Infrastructure of Ukraine, Dua Wei, the Ambassador Extraordinary and Plenipotentiary
of the People's Republic of China to Ukraine, representatives of the Embassy of
the United States of America in Ukraine, Rajiv Veszkagans,
Head of the State Enterprise "Administration of Sea Ports of
Ukraine", Andrew Stavnitser, co-owner of the
company "M.V. Cargo", Dmytro Vyakhirev, Port Project Manager, LLC "AT
Cargill", Maxim Shirokov, Head of Yuzhny Shipping Administration, and Linyi
Tao, CEO of China Harbor Engineering Company Ltd. in
Ukraine participated in the event.
"We
have completed the practical part of the important project on the infrastructural
development of the Ukrainian seaports - the dredging in the port "Yuzhny". It is one of the most powerful investment
projects of the Ukrainian port industry, which is carried out under conditions
of public-private partnership. And today we complete some of the obligations, which was assumed by the Ukrainian Sea Ports
Administration and have been successfully implemented. I congratulate Rajiv Veszkagans, the head of the Administration of Sea Ports
of Ukraine. Thanks to Rajiv, this project and its successful realization became
possible", Volodymyr Omelyan
said.
The
Minister of Infrastructure congratulated the project partners - China Harbor Engineering Ltd with the completion of work ahead of
the schedule for almost three months.
"Today
China is a strategic partner for Ukraine, and we are ready to develop
cooperation in all spheres. That is why for me it is very important that
Chinese companies are involved in the development of the infrastructure of
state seaports," the Head of the Ministry emphasized.
"This
particular project confirms that the state authorities represented by the
Ministry of Infrastructure are a completely reliable business partner. The
tender was carried out transparently, with a significant saving of state funds
- UAH 500 million, work was completed in full ahead of the schedule.
Implementation of this project with the participation of Chinese contractors
has become an excellent tool for further development of the Silk Road to the
West, using the capacities of Ukrainian seaports," Volodymyr
Omelyan said.
The
Ambassador Extraordinary and Plenipotentiary of the People's Republic of China
to Ukraine Du Wei said: "In April 2017, China Harbour Engineering Company
became a preferred bidder for dredging works in the port "Yuzhny" due to a transparent bid. This has been the
first time when a Chinese company achieved such success in Ukraine. China
Harbour started promptly as the contract had been signed up and completed all
works almost 3 months earlier. And now I would like to express gratitude to the
honourable Mr Volodymyr Omelian
and the Ministry of Infrastructure of Ukraine. I would like to express my
gratitude to the Ukrainian Sea Ports Authority (USPA) as well as to the Yuzhny Sea Port authority. Successful implementation of
this project will not only increase the capacity of the Yuzhny
Sea Port, but it is also bound to improve the development of agriculture in
Ukraine. I hope that following the example of China Harbor
Engineering Company more Chinese companies will enter the Ukrainian market in
the future carrying out large-scale projects and proving that Chinese companies
and brands can work efficiently and fast."
The head of
the USPA, Rajiv Veszkagans, said: "I am glad
that the USPA accompanied by Chinese partner managed to ensure the state's
commitment to dredging as a part of public-private partnership with Cargill and
MV Cargo. Why is this project so important for the industry? Firstly, it is to
attract about $ 100 million investments in the development of the port's
infrastructure. Secondly, its implementation will provide more than 500 new
jobs. Thirdly, about $ 23 million additional annual payments to budgets of all
levels are expected. And, finally, we are to levy additional $ 10 million port
dues. In addition, it is the very first project on dredging in the Ukrainian
port which has been entirely completed by a foreign company. And it is the
first project that has been implemented ahead of all possible terms."
Co-owner of
the company «M.V. Cargo» Andrew Stavnitser said:
"I believe that we have done much more than just completing the complex
project - we denied the existing opinion that Ukraine was not a reliable
partner because it does not fulfil its obligations. Nowadays, we demonstrate to
the business of the whole world that there are reliable partners in our
country, and they can work with our state. First of all, this great result is
the merit of Volodymyr Omelyan
who advocates the interests of the country and searches for any possibilities
of large infrastructure projects. "
The head of
the port project of JSC "Cargill" Dmitry Viakhiriev
emphasised: "Cargill has been operating in Ukraine for more than 20 years.
We know how contracts and projects can go wrong. But our team has set a new
level, a new benchmark for all of the following companies. They demonstrated
how quickly and transparently any large public projects can be implemented."
