The Cabinet
of Ministers of Ukraine in the framework of the development of the road infrastructure
within the country, expansion of the country's logistical capabilities and
enhancement of traffic culture initiates the process of implementation of a
comprehensive action plan on improvement of the traffic safety in Ukraine,
which contains plans for the construction of 500 new traffic circles, 500 island
sites and 1000 crosswalks. Prime Minister of Ukraine Volodymyr
Groysman announced at a topical meeting with the
leadership of the Ministry of Internal Affairs, the Ministry of Infrastructure,
the State Agency of Motor Roads.
The Head of
Government stressed that traffic safety requires increased attention. The
quality of the roadbed is increasing, but the statistics of speeding violation and
that of other traffic rules is demonstrating a growing trend. Only in recent
years more than 15 thousand people have been killed in traffic accidents in
Ukraine. "This year we have rather ambitious plans to prolong road
construction activities, but if we look at statistics of road fatalities...
This suggests that we must fight (with breakers of road rules) not only through
fines, but also through creating a system of traffic safety," said Volodymyr Groysman.
He explained that
the program for shaping such a system had already been developed and was
designed for three years. Highway
network design, construction, putting into operation from now on should account
for the security requirements, assures the Prime Minister. "When
we make good roads and the speed of drivers exceeds that of planes, a disaster
occurs. However, there is a thousand and one way to ensure road safety. Traffic
security is number one issue."
In this context,
the Head of Government proposed to set up a special Coordinating Council for
traffic safety at the level of the Government and to prepare as soon as
possible legislative initiatives and draft Government decisions that will form
the normative basis of the traffic safety system within the country.
"I commission the Secretariat of the Cabinet of Ministers to submit to the next meeting of the Government an issue of establishing a Coordinating Council under the chairmanship of the Prime Minister. I consider that members of the Ministry of Internal Affairs, the Ministry of Infrastructure and the Ukravtodor should join this Council as well," the Head of Government urged.
