25 Ukrainians to be selected for Create Ukraine 2.0: applications open for Euro-integration projects

Ukrainian youth abroad are invited to apply for Create Ukraine 2.0, a programme for those eager to drive change in their homeland. A total of 25 participants with international experience will be selected to return to Ukraine and join government teams, working directly with ministers and their deputies on priority Euro-integration projects.

The second phase of Create Ukraine is funded by the Lithuanian Fund for Development Cooperation and Humanitarian Aid. The programme is implemented by the Central Project Management Agency in partnership with the KSE Foundation and the Ministry of Economy, Environment and Agriculture of Ukraine, with support from the Lithuanian Ministry of Foreign Affairs and in close collaboration with the Ukrainian Government.

What awaits Create Ukraine 2.0 participants?

  • A year of work within Ukrainian government teams;
  • Direct involvement in Euro-integration processes, reform preparation, international negotiations, market analysis, and institutional development;
  • Training in a certified Government Relations programme from the Kyiv School of Economics;
  • Specialised courses and access to lectures by leading experts.

Who can apply?

  • Professionals with international experience or a completed degree from a foreign university;
  • Candidates with Ukrainian citizenship who have lived abroad for at least the past year;
  • Ukrainians aged 22–35 – Create Ukraine is part of the EU4Youth initiative aimed at supporting young people.

Following a competitive selection process, 25 participants will return to Ukraine and join a ministry that best matches their skills and ambitions.

Why apply?

The first phase of Create Ukraine in 2024 proved that young Ukrainians with international experience become valuable team members in ministries. They contributed to legislative reforms, organised international events, participated in key negotiations, and worked on strategic projects. Most participants chose to continue working in Ukraine.

As a reminder, Create Ukraine was launched in 2024 as a pilot initiative to engage Ukrainian youth with international experience in the public sector. At that time, 10 Ukrainians returned and joined the Ministry of Economy’s team. In 2025, Create Ukraine is scaling up – the second phase was announced during the Ukraine Recovery Conference URC 2025.
