The Verkhovna Rada of Ukraine adopted
in the first reading draft law "On Energy Efficiency Fund” No.5598. The
respective decision was supported by 227 MPs.
“I urge the
Parliament to demonstrate synergy in order to achieve our common target: to reduce
the burden of utility payments on incomes of ordinary Ukrainian families as
well as to reach energy independence. The Energy Efficiency Fund is a key
component of the comprehensive energy efficiency reform. It provides citizens
with financial support and technical solutions called to cut energy consumption
and expenses for payment utility bills. This draft law is of paramount
importance for us as a technical and financial tool providing opportunity to effectively
use budget resources and leverage international assistance. For the first time
we’ve directed the energy efficiency reform to satisfy consumer needs, however to
launch it we need legal framework”, stressed Vice Prime Minister /Minister of
Regional Development, Building, Housing and Communal Services of Ukraine Hennadii Zubko in his statement
at the Verkhovna Rada.
The Vice
Prime Minister noted the European Union had clearly expressed its readiness to provide
financial support in filling the Energy Efficiency Fund. Hennadii
Zubko called on MPs to adopt a package of three bills
which will enable the country to launch the energy efficiency reform, in particular:
- Draft law
“On Housing and Communal Services” (No.1581-d) is aimed to create an updated
market of housing and communal services and to establish clear rules for
cooperation between the consumer and service provider.
- Draft law
"On Commercial Accounting of Utility Services” (No.4901) stipulates for
the compulsory installation of metering devices. People will pay only for
consumed resources instead of paying for repairing of pipes as well as for connection
failures.
- Bill
"About Energy Efficiency of Buildings” (No.4941) ensures fair measuring of
the consumed heat in residential buildings, introduces a mechanism for
obtaining a unified energy performance certificate for each particular
building, provides independent diagnostics of
buildings and a renovation plan.
