Both central and local governments should declare war against all those representatives of regulatory authorities putting pressure on businesses, thereby discouraging the creation of new jobs and hampering overcoming poverty in the country. This was stated by Prime Minister of Ukraine Volodymyr Groysman during a seminar titled "Economic development of the regions: strategy and instruments of attracting investments and increasing export potential" dedicated to considering an investment and export potentials of regions, and their further development on Monday.
"Sometimes at the level of city, district, region there are created unbearable conditions for investment opportunity development. We must eliminate all those [conditions - ed.]," the Prime Minister said, adding it is necessary to declare war on everyone who hampers entrepreneurs creating new jobs and the Government to lead the country out of absolute poverty.
"The one who squeezes on entrepreneurs, who manufacture a real national product, is our class enemy, no matter what rank he has," emphasized Volodymyr Groysman.
In this regard, the Prime Minister urged city mayors to inform about “clueless supervisors”: “I'll do my best to ensure such head of tax, customs, state labour service or the police departments, if it is obvious, be removed from position he holds.”
According to him, it must be a daily agenda of the authorities to help businesses be effective and to protect entrepreneurs. In particular, it concerns the provision of services by all state institutions.
“Each businessman is a client of the local authorities who must receive high-quality services,” said Volodymyr Groysman.
The Prime Minister also drew attention to the need to ensure a fair judiciary to fuel confidence of those who invest.
At that, the Head of Government accentuated it is only development of the national economy through the creation of relevant conditions, when all those investing in Ukraine can do it smoothly that can make the country successful.
Volodymyr Groysman assures that we are experiencing a new chapter in relations between business and the state in which the contract between business and the state should be concluded on principles of openness and an honest dialogue.
“Honest businesses have the right to obtain fair state and local governance,” said Volodymyr Groysman. “Such an honest dialogue between the authorities and entrepreneurs, business and the government, providing top quality services – all these give an opportunity to be open and efficient. I call on you to remember this every day and to work so that it served Ukraine right. And we are responsible for our sucess”, he told addressing representatives of local authorities.
