The Government approved a draft law to provide additional social protection to the participants of the Revolution of Dignity. The document was developed in accordance with an order of Prime Minister of Ukraine Volodymyr Groysman on the outcomes of the meeting with an initiative group of victims on the Maidan.
Recall that during the meeting of Volodymyr Groysman with participants of the Maidan events there were discussed the pressing problems of supporting the wounded activists, in particular their social welfare provision, opportunities for social rehabilitation, health resort treatment, including abroad, payment of pecuniary aid. Following the meeting, the Prime Minister gave a series of commissions to ministries to settle the outlined problems.
At its session on 18 January, the Cabinet of Ministers of Ukraine approved the draft law on amendments to the Law of Ukraine "On the status of war veterans, guarantees of their social protection", developed by the Ministry of Social Policy, which, in particular, stipulates for the granting to Maidan participants the status of war veterans.
As was reported, during participation in the mass protests in Ukraine through 21 November 2013 - 21 February 2014 for the European integration and against the regime of V. Yanukovych nearly a thousand people got bodily injuries.
The Law of Ukraine "On the status of war veterans, guarantees of their social protection" envisages the provision to persons who became disabled as a result of wounds, mutilations, contusions or other injuries during participation in the Revolution of Dignity, the status of a war invalid.
At the same time, the vast majority of victims - participants of these protests, who didn’t get disability, do not have a legislatively regulated status. This makes it impossible for them to obtain benefits provided for by the Law of Ukraine "On the status of war veterans, guarantees of their social protection".
Apart from that, there remains unregulated the status of citizens who became invalids due to injuries or other health damage received from explosives, ammunition and military weapons on the territory of the anti-terror operation where the public authorities exercise their powers, and the settlements located on the line of clashes.
To ensure proper social protection and guarantees to all of the above categories the Ministry of Social Policy initiated the amendments to the Law of Ukraine "On the status of war veterans, guarantees of their social protection". Currently, the Government has supported the proposal.
The bill provides that the Maidan protesters who got bodily injuries which did not lead to disability fall into the category of war veterans. Moreover, citizens who got a disability as a result of wounds during carrying out of the anti-terror operation will be able to obtain the status of a war invalid.
