
Volodymyr Groysman: Government has unfrozen the construction of a new ward of children's hospital Okhmatdyt and aims to put in operation first start-up facility in the summer of 2017
The Government has enabled resuming
of the construction of a new ward of the National children's hospital Okhmatdyt which will allow launching of operation of a first start-up facility in the
summer of 2017. This was stated by Prime Minister of Ukraine Volodymyr
Groysman in his communication with journalists following his visit of the construction
site of a new medical and diagnostic building of the National children's
specialized hospital Okhmatdyt.
"We have actually unfrozen the construction of this
facility and launched the building activities with the aim to ensure uninterrupted
process and completion of this hospital,” announced Volodymyr Groysman. “Our goal is to ensure putting in operation of the
first start-up facility by mid-summer."
The Prime
Minister reminded that after the Government had been formed it had initiated resumption
of the construction of the clinic. In July, he commissioned to supervise this
issue Vice Prime Minister of Ukraine Volodymyr Kistion
and acting Minister of Health of Ukraine Uliana Suprun.
The Prime
Minister stressed that the new hospital building had not been built since 2012.
At some point in time there disappeared feasibility study documentation that therewith
envisaged the financing of construction at inflated prices, as well as
corruption.
So, the project
estimates and tender documentation had been drawn up for specific manufacturers
of certain medical equipment at overinflated prices.
The Government
revises all project documentation, and uses the ProZorro
e-procurement system to provide an opportunity for all interested producers to
participate in the tender and to offer the lowest price. The cost of the
equipment makes up a half of the amount of the construction activities of the
hospital’s building, informed Volodymyr Groysman.
"We
intend to ensure maximal efficiency in the use of funds for the equipment, to
purchase better equipment at a cheaper price. Thus, we will be able to save
budgetary funds", said the Head of Government.
The Prime
Minister noted that someone creates legal barriers to the process of completion
of the hospital, as the Government removed opportunities for corruption in the
construction process.
At that,
Volodymyr Groysman noted the work would be finalized, adding, as a matter of
principle it is crucial to complete this project.
There still
remain certain technical issues that are being solved in the process of
construction. The Prime Minister expressed satisfaction with the progress of
work.
"The most
important is we have restored the entire feasibility study. We have had all the
necessary tenders. We've settled problems in courts. Yet they are resisting, notably
in order to stop us. But we will complete this
construction, I have no doubt. It's absolutely real taking into account both technical
and technological resources," said Volodymyr Groysman.
Prime
Minister inspected on Monday the construction of a new modern medical and diagnostic
ward of the National children's specialized hospital Okhmatdyt,
in particular rooms of the facility, the underground parking and the central entrance.
