  • Volodymyr Groysman urges to start the heating season basing on weather conditions and temperature drop

    Prime Minister of Ukraine Volodymyr Groysman calls on local authorities to commence the heating season taking into account weather and outside temperatures, instead of norms of starting the heating process. The Head of the Government said on Thursday opening a conference on issues of readiness for the autumn-winter heating period of 2016-2017.

    "It is the responsibility of each head of the regional administration, of town or village, the task is to start the heating season basing on the temperatures", said Volodymyr Groysman.

    The Head of Government noted that regulatory documents stipulate for the commencement of heating season on October 15. Besides, harsh weather patterns are being observed in Ukraine. "This means that you should not wait but understand whether people are cold in their homes without heating", he stressed.

    The Government has taken all necessary measures to ensure that each heating provider had everything they need to launch the heating process, emphasized the Prime Minister. Thus, the Cabinet of Ministers of Ukraine adopted amendments to Resolutions №20 and №217, which will allow us to solve the accumulated problems in communal heating service sector. Also, the Naftogaz of Ukraine is obliged to determine limits and to ensure gas supplies.

    In this regard, the Prime Minister stressed that local authorities must submit applications about the willingness to conclude a contract for gas supply.

    "Therefore, the responsibility is now in the regions", said Volodymyr Groysman.

    The Prime Minister also warned those who want debts for the consumed gas written off: "You are wasting time. We will not allow you to do it, as this gas belongs to the country and you must pay 100% for it".

    During the teleconference the Prime Minister was informed about readiness of the enterprises of fuel and energy complex, housing and communal services, social facilities and infrastructure to stable autumn-winter heating period of 2016/17, and the state of providing the population with housing subsidies.
