Government sets up National Industry Development Committee
The
Government adopted a decision on the establishment of a National Industry
Development Committee, designed as a mechanism to address problems of the
domestic industry and to create prerequisites for the manufacturing of a
competitive national product.
Prime
Minister of Ukraine Volodymyr Groysman said during the Gov’t
session: "A current objective of the Committee is not only to become a
structure that has been created nowadays, but to serve as a real mechanism to
diagnose problems existing in the national industry, to elaborate tools and
definite solutions that will allow produce a competitive national
product."
"Our
task is to ascend applying these parameters, but not to descend", stressed
Volodymyr Groysman.
The Prime
Minister noted that the Government had been working for several months over the
establishment of National Industry Development Committee, there had been much
debate.
A team of
the Ministry of Economic Development and Trade of Ukraine headed by First Vice
Prime Minister Stepan Cubiv
in synergy with industrialists, entrepreneurs, manufacturers, researchers
worked out appropriate solutions enabling to launch an efficient mechanism of
revival of the Ukrainian industry, accentuated Volodymyr Groysman.
The Prime
Minister offered the position of Executive Director of the Committee to an MP,
member of the Verkhovna Rada Committee on Industrial Policy and
Entrepreneurship Anatolii Girshfeld.
There was
also agreed on the establishment of the post of Deputy Minister of Economic
Development and Trade for industry and a Department that will provide support
in the industrial development issues. Moreover, to participate in the work of
an Expert Council there will be involved the Verkhovna Rada Committee on
Industrial Policy and Entrepreneurship, representatives of the Trade Union
Association, the real sector and science.
"The
Parliament, the Government, the President, the
Committee - we will develop in synergy all the necessary decisions, and you
will see the system will change drastically. We have 3, 5, 7 objectives we can
take up and provide a good result, there will be created dozens thousands jobs.
It is absolutely real," said the Prime Minister.
The Head of
Government stressed that Ukraine falls behind the world countries in terms of
import of capital goods, raw materials, consumer goods, production efficiency.
According to him, the reasons for that are unprofessional policies and populism used before. "Just look the slowdown of 1998 - 2012, there wasn’t any war, there were just the professionals who ruled the country. They invested in themselves instead of investing into the country", urged the Prime Minister.
Thus, the state order for training staff does not meet the needs of the real market. "We are training, in fact, unemployed at the public funds, while the training process is conducted basing on such technologies and means of production, that are absent in the real sector", said Volodymyr Groysman.
In this regard, the Prime Minister also spoke up for the integration of science to the process of rehabilitation of the industry so that "science had practical application in the real sector of the economy."
The PM
stressed that Ukraine has enormous potential in the development of national
economy. According to him, positive tendencies for the economic growth can be
doubled and made sustainable. Over a year there may be given a serious impetus
to the development of national product manufacturing, deepening processing,
creation of added value in Ukraine, the transition from a resource based economy,
expressed his belief Volodymyr Groysman.
