The Government isn’t going to fund the previous system in the gas sector, which generated losses in public enterprises and widespread corruption, but it is ready to provide financial assistance to Ukrainian citizens who need it after the introduction of market prices for gas.

Prime Minister of Ukraine Volodymyr Groysman announced Monday during a teleconference with heads of executive authorities while discussing social protection issues, including housing subsidies.

"All those who have money will pay the full price, while those who have low incomes - they will be compensated about 85% of the difference by the government. We aren’t going to reimburse losses to heating utility companies, water services companies, but we will finance support to each particular citizen of Ukraine who needs such assistance," said Volodymyr Groysman.

The Prime Minister stressed that the intimidation of populists that allegedly the bills for housing and communal services would contain large sums and the citizens would not be able to pay their bills was untrue.

The existing subsidy mechanism provides a clear opportunity to every Ukrainian citizen who requires help to get a target support from the country which compensates for payment for housing and utility services, the Head of the Government explained.

The Prime Minister noted that in past when there had been in effect the system with low gas prices, the difference in price had been reimbursed directly by the Naftogaz, and such financing had amounted up to UAH 100 billion UAH annually, what had been hidden from the Ukrainian society.

Moreover, cheap gas was charged as consumed by the population, and aftermath sold in the market at a commercial price - from these deals the criminals pulled down "hundreds of millions and billions," said the Head of Government.

"Such a system won’t get our support, as it enables corruption", he stressed.
