The Government
will make efforts to create a favorable business climate and seeks to be a
partner for fair, transparent business and ensure its success, Prime Minister
of Ukraine Volodymyr Groysman stated during a working breakfast with members of
the American Chamber of Commerce in Ukraine on Tuesday. The event was also
attended by Ambassador Extraordinary and Plenipotentiary Ambassador to Ukraine
Geoffrey R. Pyatt.
"We
are ready for cooperation. I wish you saw the Government as your partners of
fair, transparent business. I am quite interested in your success," stated
Volodymyr Groysman.
The Prime
Minister stressed that the Government is committed to implementing the changes
and reforms. "We understand that the country needs professional, high-quality
actions, not populist ones. Populism has led us to the current situation, and we
have to handle it. The key priority of the new Government is the revival of the
national economy. Only with a strong national economy it is possible to build a
truly independent democracy and high living standards," he pointed out.
Volodymyr
Groysman underlined that the task of the Government is to create a quality
business environment in the country. In particular, among its priorities -
effective privatization, changes in the management of state-owned companies,
deregulation in the energy sector, in the pharmaceutical market. Also the Government
is focused on further deregulation.
He informed
that the U.S. Mission to assess the needs in reforming the Ukrainian customs
completed its work in Ukraine. "I wish Ukraine had a new customs service
in a year, which is crucial for the development of the national economy,"
said Volodymyr Groysman. He said the current Ukrainian system is corrupt and
destroys opportunities for competitiveness within the country and reduces the
border security.
On the
fight against corruption, the Prime Minister expressed confidence that each Minister
must determine and present 3-5 concrete solutions regarding the struggle
against corruption to be adopted and implemented by the end of the year.
Volodymyr
Groysman informed that the Office for Accompanying Investments under auspice of
the Prime Minister will be symbolically located on the same floor with the
office of the Prime Minister. According to him, members of the Office will
accompany and attract investment, understand the needs of business and have the
respect and reputation among business representatives.
Volodymyr
Groysman also assumed the further creation of regional offices that will
provide local coordination mechanism.
Ukraine
will study the experience of the United States as to the creation of the
appropriate office, to this end we shortly expect the visit of the U.S. First
Deputy Secretary of Commerce, he said.
Separately,
the Prime Minister highlighted the need to reboot the Council of Entrepreneurs
under the Cabinet of Ministers of Ukraine. According to him, this body has to
become a real mechanism of influence on decisions regarding business.
Commenting
on the controversial issues between business and regulatory structures, Volodymyr
Groysman pointed out that nobody would tolerate their impunity, and the guilty would
be brought to justice.
The Prime
Minister urged businessmen to talk about existing problems and propose possible
solutions. "It annoys me when you have to face artificial obstacles. I'm not
going to sit and just look at this," he stressed.
