The main task facing the Government in the implementation of the Plan of priority steps is to ensure the growth of the national economy, as well as the standard and quality of life of people. This was stated by Prime Minister of Ukraine Volodymyr Groysman, opening an extraordinary Government’s meeting on Friday, 27 May.

"It is essential for us to ensure the main thing – to improve the standard and quality of life of people. This can be achieved solely through the economic growth. The economy is a priority, a locomotive, which will allow us to solve many social, infrastructural and other issues, including strengthening our statehood," he pointed out. "We have to give people a sense of appropriate changes through our deeds, not through slogans, not through nice, good words."

Volodymyr Groysman noted that the Plan of priority actions of the Government by the end of 2016 provides a number of necessary actions to address the urgent problems of the country. According to him, the Plan was formed as a result of discussions at strategic sessions, together with the Strategic Advisory Group to support reforms in Ukraine, chaired by Leszek Balcerowicz and Ivan Miklos as well as many meetings with experts in a number of areas of life.

In particular, there were consultations with a number of NGOs, among them: All-Ukrainian association of village and town councils, the European Business Association, American Chamber of Commerce in Ukraine, Reanimation package of reforms, "New Ukraine", VoxUkraine, Union of Ukrainian businessmen, Easy Business, Federation of Trade Unions of Ukraine, etc.. Many proposals announced by the experts were included in the Action Plan, noted Volodymyr Groysman.

"May be for the first time, and I want to emphasize this, the Government has created a document that is the result of the public debate and consultations with expert community," he underlined before the approval of the Plan.

The Prime Minister thanked the organizations for their participation in the discussion, consultations and "social contribution to the development of our country" as well as urged them to take part in the implementation of the Plan.

"We have not just to write an action plan and present it, but it is important to be engaged in dialogue with the expert community during its implementation. And most importantly, we have to be completely ready to implement this action plan," he noted.

The Government has received more than a hundred emails from across the country with the proposals and comments for the Plan after its presentation, informed the Prime Minister. Moreover, the Plan has been discussed during a meeting of the National Reform Council on Wednesday, May 25, he reminded.

The Prime Minister assured that the Government is strongly opposed to populism and makes every effort to implement the Plan. “Together we'll have to lay the foundations of building Ukraine as a country with a strong economy. This is one of our priorities."

To ensure control, the Government will create a monitoring system of the Plan’s application. To this end, the Prime Minister instructed the Minister of the Cabinet of Ministers to develop a system of monitoring and assessment of the implementation of the Plan.

"We could talk extensively about control, about the creation of different groups that will monitor the implementation of the Plan or something else, but most important thing - so that people feel that life changes, problems are solved with a new quality as a result of the plan’s implementation," Volodymyr Groysman emphasized and added that it is important to create a system that will prevent problems.

In July, the Government will make an interim report on the implementation of the Plan. Each Ministry will report publicly on implementing tasks, said the Prime Minister.

"It is imperative that everyone understands: this is not a formality, but an action plan to be jointly implemented. In unity we can achieve success. And the most crucial task is to return people's confidence in the government and give people a chance to see the improvement of both their present and future. And the future, I am convinced, will be successful and positive," highlighted Volodymyr Groysman.
