The date of 11 December marks a year since the Action Programme
for the Government of Ukraine was adopted. The Prime Minister announced that on
this day the Government of Ukraine was to report at the Verkhovna Rada what had
been done, "what has been accomplished, in what we succeeded, where we
failed, and what should be done for the future." Prime Minister of Ukraine
Arseniy Yatsenyuk told in an interview with Ukrainian TV channels on Friday,
December 4.
In addition, throughout the next week all members of the Cabinet of Ministers of Ukraine will be
separately reporting on the results of the activities of each particular
Ministry.
Arseniy Yatsenyuk
stressed that the Government had managed to fully fund the Ukrainian Army
throughout the year, "which should actually be designed from
scratch".
"We have not
withheld a single copeck of salaries or pensions for
the Ukrainian citizens. We have restructured multibillion debts not having been
taken by us, but we had to take an executive decision on restructuring and
writing off these debts", he added.
Due to the
efforts of the Government Ukraine has practically abandoned gas dependence on
the Russian Federation: "We are ready to endure the winter".
"We have
prepared all the reforms for 2016. We have managed to preserve the coalition –
despite the difficulties that we have inside the parliamentary coalition. And
it’s natural as politics doesn’t resemble smooth crop field - each political
force has certain political priorities. And especially before the local
elections there had actually emerged a lot of ideas to earn electoral support
in local ballot. But despite the complexity of laws that had to be endorsed,
including on the fight against corruption, on a visa-free regime, we had
meetings, sometimes in a very tense atmosphere, but the screen showed 226
votes", stressed the Head of Government.

reminded in the current year, the Government had raised social standards by
13-19%: "Salaries and pensions have been increased for 12.5 million
Ukrainian citizens. Although in the beginning of the year, communicating with
citizens, I said that the situation was rather difficult and we could not
promise the improvement of social standards. But we have earned, and that is
why in September of this year we improved welfare standards".
For the next year
the Government offers social standards rising by 12%, he said.
In the current
year for needs of national security and defence there
has been allocated 90 billion hryvnia – "this is
an unprecedented amount": "For the next year we propose to add
another 10 billion hryvnia".
"We have not
reduced expenditure on education and medicine. And in the consolidated budget,
this budget expenditure remains up to the mark", he stressed, noting that
"it's not just the cost, but primarily how these funds are used".
"Therefore,
the policies in each sector should be in the following dimension. We provide
funding, and each relevant Minister provides policy. Policy
on quality healthcare, education, and strong Armed Forces of Ukraine, fully
compliant with NATO standards. Including in terms of logistics and use
of this funding", stressed Arseniy Yatsenyuk.
Regarding the
overall concept of the state budget for next year, the Head of Government
accentuated that it should correspond to the cooperation programme
with the International Monetary Fund: "Under this program there are
signatures of the President of Ukraine, the Prime Minister of Ukraine, the
Minister of Finance and the Chairman of the National Bank. And this program is
not just for the sake of the program. The program makes up the reform plan. And
it is for the reform plan, that we obtained two tranches from the International
Monetary Fund".
