Prime Minister of Ukraine Arseniy Yatsenyuk advocates setting up a post of special
Government Commissioner, or, "if we get the support of Parliament" – a Deputy Prime
Minister responsible for the issues of mobilization, demobilization and rehabilitation of
soldiers. The Head of Government stated at a meeting with the leadership of the Main
Directorate of the National Guard of Ukraine on Wednesday, 14 October.
The Prime Minister stressed that in fact issues of
rehabilitation of the Ukrainian military personnel "are solved by
everyone and none": "The Ministry of Defence has their own [responsible – ed.]; the Ministry of Health - theirs, the National Guard, the Ministry
of Social
Policy have theirs."
Arseniy Yatsenyuk stressed that under the current developments, "when
the country is at war and when hundreds of thousands of militarymen were participating in a military
operation
in the country",
it is necessary to appoint a coordinator of the activities of all these
agencies regarding
problems of the ATO participants – "mobilization, demobilization and rehabilitation".
"We will appoint a special Commissioner, or if we get necessary support
of the Parliament, a Vice-Prime Minister on this issue", stressed the Head
of Government.
He accentuated that it must be a person, "who had really passed
through a war, but not being a bureaucrat".
The Prime Minister appealed to Minister of Defence
of Ukraine Stepan Poltorak
and Minister of Internal Affairs of Ukraine Arsen Avakov to create a selection commission and to offer
several candidates for this post: "It must be a current military officer
who has a good reputation both with the Army and with the National Guard".
Arseniy Yatsenyuk also stressed that he had already held talks with
partners from the USA and Canada regarding their assistance in the
rehabilitation program for anti-terror operation soldiers. He added that in the
U.S. 50% armed forces personnel who had participated in combat operations had suffered
from post-traumatic stress disorder.
Apart from that, psychological work with the families of military
personnel is also viewed as of great importance.
He reminded the Government had allocated UAH 50 million to ensure the
psychological rehabilitation of ATO participants. Those present at the meeting
noted that many public organizations join in this work. Arseniy Yatsenyuk
agreed on the need to involve experts and
relevant organizations in rehabilitation programmes:
"We have 50 million hryvnias. The money have
to be invested to pay people for their work with the families of the military officers and those guys who have
now demobilized and who need help".
