
Ukrainian officials study practical aspects of functioning of the institution of Prefects in France during a study visit to Paris
At the invitation
of the Council of Europe in cooperation with the National School of
Administration (ENA), a Ukrainian delegation consisting of Minister of the
Cabinet of Ministers of Ukraine Hanna Onyshchenko,
First Deputy Minister of Regional Development, Construction, Housing and
Communal Services of Ukraine Viacheslav Nehoda, members of the Cabinet of Ministers and the
Ministry of Regional Development, Presidential Administration of
Ukraine, deputies and national experts are participating in a study visit
"Legislative provisions and practical aspects of functioning of the institution
of Prefects in France" in the city of Paris, France.
In terms of
decentralization reform in Ukraine it is important to acquaint Ukrainian
politicians directly involved in the implementation of this reform with the
experience of European countries. In
particular, the main purpose of the visit of the Ukrainian delegation was
acquaintance with the experience of France in functioning of the institution of
Prefects.
During the visit,
the representatives of the Ukrainian authorities were able to examine the issue
of de-concentration of power in France; features
appointment, status, career and objectives of Prefect, the role of the National
School of Administration (ENA) in education of Prefects, prefectural mission,
governance structure, interaction with authorities (the President and Government),
Prefects cooperation with local authorities and many
other issues related to the functioning of the Institute of prefects in France.
During the discussion on decentralization in France and Ukraine with the Ukrainian delegation, Jean-Francois Devemy, Advisor for International Cooperation of the Ministry of Internal Affairs of France, has noted the reform package, which is being implemented in Ukraine, as qualitative and progressive. He has stressed that the proposed Ukrainian model of decentralization was much better than the current model in France and, in case of its implementation, Ukraine will receive one of the best systems of territorial organization of power and local self-government.
