Prime Minister: Instead of being a controlling vendible authority the SFS should be an assistant for the taxpayer
The State Fiscal Service will be substantially reduced, the Tax
Police eliminated and the Customs Service to undergo introduction of a single
standard and costs of customs clearance for goods in Ukraine. This was
announced by Prime Minister of Ukraine Arseniy Yatsenyuk in 10 minutes on
Sunday, September 6.
The Prime Minister stressed that today the staff of the
State Fiscal Service enumerates 60 thousand people: “Their responsibility is to
check about 3 million business entities. However, only 1.5 thousand enterprises
fill the state budget by 80%.”
“The State Fiscal Service will be significantly reduced,” he said.
Arseniy Yatsenyuk stressed that the SFS should provide service to each taxpayer “instead of being a controlling corruption-based authority”: “They are to be a core assistant of a taxpayer, who wants to pay taxes to the State Treasury and to be fair and transparent”.
In addition, the Tax Police is to be eliminated: “To replace it there comes the State Financial Investigation Service. This is an authority to deal with identifying dishonest taxpayers and to protect fair and open taxpayers.”
Arseniy Yatsenyuk also stressed the need for the SFS to establish a single standard of customs clearance of goods: “The Customs still remains vendible. And the reason for this is each area determines the terms for customs clearance of a particular product. Next week, the State Fiscal Service shall introduce a single standard and the costs of customs clearance of goods across Ukraine”.
