  • Hennadii Zubko: Decentralization reform is the demand of people

    Today, the decentralization reform is not a matter of the Government or the Parliament. This is the matter of citizens who require giving them powers. This was stated by Vice Prime Minister, Minister of Regional Development, Construction, Housing and Utilities of Ukraine Hennadii Zubko during An Hour of Questions to the Government at the Verkhovna Rada of Ukraine on Friday, September 4.

    "Today we need to reform all sectors simultaneously to transfer power to local authorities", - Hennadii Zubko said.

    According to the official, due to the conduct of fiscal decentralization people received additional budgetary resources. "I can say that these resources are used effectively by communities to ensure a new quality of life," Hennadii Zubko noted.

    He said that after the adoption of the Law "On the voluntary association of territorial communities" 6300 territorial communities had initiated their association. "More than half of the existing communities have already given impetus to form effective, economically self-sufficient units that can assume power," Vice Prime Minister of Ukraine said.

    Hennadii Zubko added that "From September 1 functions of the State Architecture and Construction Inspection were transferred to united communities. It's not just the control. These are new powers that will allow local communities to build infrastructure, to decide what to do on their territories. We also proposed to adopt a law that will give the opportunity to obtain land resources and powers to dispose of them, not only within settlements, but also within a united territorial community. They should get all the opportunities to attract investment into their territory," Vice Prime Minister of Ukraine said.

    Hennadii Zubko also recalled that the Government had decided to allocate UAH 2.9 billion to support 844 investment projects of development of territories.
