Ukraine's Government introduces European principles of decentralization and makes services closer to citizens
The Cabinet
of Ministers of Ukraine supported bills developed by the Justice Ministry
jointly with the factions of the coalition that would improve procedures of
providing administrative services in the area of civil registration and ensure the transfer
of registration functions to local authorities, notaries, banks and state
performers.
During the
presentation of the bills at a Government’s meeting, Minister of Justice of
Ukraine Pavlo Petrenko has
noted that the proposed documents completely change the philosophy of providing
administrative services in the registration of business and real estate.
According
to him, the Government introduces basic European principles of decentralization
and makes services closer to Ukrainian citizens. All services, previously
provided by the Justice Ministry, are being transferred to the powers of local
authorities.
He paid
attention to the fact that local authorities would have not only powers but all
funds received from the state from providing these services. This is an
additional resource that the community will be able to use in order to develop
its infrastructure and improve the quality of services.
Another
innovation will be the introduction of e-services to be provided by new
registration entities via the electronic portal without having to contact with
a registering clerk.
