Government of Ukraine fulfilled core condition of the Japanese party to obtain a loan for the reconstruction of the BAS
On March 25, 2015, at its session the Government approved a draft order
“On approval of the adjusted project “Reconstruction of sewage treatment
facilities and construction of a production line for sewage-sludge treatment
and utilization of the Bortnychy Aeration Station”.
The abovementioned document contains principal technical and economic
provisions of the adjusted project for the reconstruction of the Bortychy Aeration Station. It is one of the core conditions
from the Government of Japan to provide a loan under the Official Development
Assistance (ODA) program complying with STEP requirements to ensure realization
of the project.
This decision is unprecedented not just for the capital but for the entire
Ukraine. It will raise funds for the implementation of the project from the
Japanese Government.
For Kyiv and nearby towns included into the sewage treatment system of
the BAS, this decision is to ensure environmental security, rehabilitation of
the Dnipro basin and facilitate the introduction of
energy saving technologies. Thus, the Government and municipal authorities in
collaboration have achieved the result, targeting to create comfortable life of
the Kyivans and the security of future generations.
This
decision was confirmed by signing a Protocol between the Ministry of Finance,
the Ministry of Regional Development, the Ministry of Economy, Kyivvodokanal and the Japan International Cooperation
Agency (JICA). Under the Protocol the loan amounts 108 billion yen for a period
of 40 years under 0.1% per annum, a grace period 10 years.
