Arseniy Yatsenyuk: The Government should be formed, guided by the same principles as the European Commission
"We do not share a quota principle, and therefore I declare a principle of political responsibility of each political force, which delegates its representatives to compose the Cabinet of Ministers of Ukraine", said Prime Minister of Ukraine Arseniy Yatsenyuk at a media conference at the Government House on Wednesday, October 29.
Arseniy Yatsenyuk suggested to form the Cabinet of Ministers of Ukraine according to the same principles as the European Commission is formed.
He appealed to Petro Poroshenko Bloc, Batkyvshchyna, Samopomich and Radical Party with a request by Monday to officially submit candidates to take the posts of members of the Government "with a description of the scope of powers every particular candidate can assume".
The PM reminded that the current composition of the Cabinet of Ministers had been formed by Maidan, "there won’t be any backstage discussions and appointments of Ministers any longer. That is why each candidate from the respective political party must undergo the process of public coalition hearings".
Such public hearing, according to Arseniy Yatsenyuk, should be broadcast live, "as we saw broadcast the appointment of commissioners in the European Commission”, "Every candidate delivers a 10-minute presentation of his vision of changes and reforms in the area for which he is likely to respond. Afterwards two hours for the questions/answers: as it is stipulated in the regulations of the European Commission, a question - 1.5 minutes, an answer - 2 minutes".
"The country needs to see all applicants for this extremely important and difficult work," said Arseniy Yatsenyuk.
"The coalition agreement, and the formation of the Government, means not a shareholder agreement on the division of the country, but an agreement on the political responsibility for the fate of the Ukrainian state. Therefore, a key demand of the Ukrainian society should be pursued by us – which is transparency of the process of forming the coalition and the Cabinet of Ministers of Ukraine. Basing on such core principles in a new European Ukraine, we must form a new majority and a new Government," he stressed.
Arseniy Yatsenyuk highlighted within the next twenty days we had to draw a final decision, “everything depends on summing up the voting results, but I believe the Central Election Commission would perform their Constitutional function and announce the official ballot results”.
"I want to officially announce about the start of the transparent and honest procedure to form a coalition and a Government. I am convinced that the President supports this approach. I will pursue the principles of publicity and transparency. Unless my approach is backed, somebody else will form a coalition ", stressed the Head of Government.
