Ostap Semerak: E-government to be one of anti-corruption measures
Until the
end of July, an electronic parallel document workflow system will start to
operate within the Government, told Minister of the Cabinet of Ministers Ostap Semerak Channel 5 in his interview.
The
official explained that the parallel workflow will operate only during the
transition period lasting no more than two months, so as "to see how the system works and that people to be used to." "Then we shall move to an electronic system", added Ostap Semerak.
The
Minister has noted that it’s quite difficult to carry out the electronic document workflow, as officials are trying
to slow the process down. "But my position remains unchanged - we have to introduce the workflow system as the first part of the E-government", said Ostap Semerak.
According
to Ostap Semerak, the system gives an opportunity to automate control over implementation
of tasks related to documents as well as automated registration of documents
received by e-mail. “The
computer records all dates: when the document came, who and how amended it, stopped it or sent, for example, as
a manager, I see how documents are circulating. Moreover, e-mail consideration will also happen in the computer rather than on paper”, said the Minister.
He
has stressed that corruption is one of the biggest
problems of our country. "We are fighting against it. And E-government is one of the anti-corruption measures in Ukraine. Now an official may not be able to hide a document or speed up its consideration in someone's lobbying interests. Everything is in plain sight," said Ostap Semerak.
