Government advocates amendments to Budget and Tax Codes related to financing needs of regions

Targeting ensuring decentralization of power in parallel with amending the Constitution it is necessary to approve new redactions of the Budget and Tax Codes: “One thing is to hand over the authorities, another is to hand over the resources to fulfill state administration duties,” the Prime Minister of Ukraine Arseniy Yatsenyuk stressed at a session of the Verkhovna Rada of Ukraine on Tuesday, April 29.

According to him, in the Budget Code it is necessary to envisage distribution of inter-budget transfers, a procedure of calculation of state and local taxes to the respective territorial community: it will give a possibility, apart from the political component reflected in Ukraine’s Constitution, to provide the local self-government bodies and territorial communities with respective economic and financial resources on a fair and transparent basis”.

The Head of Government emphasized that the new redaction of the Tax Code should be endorsed “at least in 2015 targeting to introduce a simplified taxation system in Ukraine from 2016, which contains reduction of the number of basic taxes to eight with enlargement of the taxation basis”.

Arseniy Yatsenyuk stressed it would enable to simplify administration of collecting taxes and help to overcome corruption in tax area, as also would afford to the entrepreneurs “to work according to transparent and understandable mechanisms”: “The simpler the tax system appears, the more effectively the taxes are collected and the least chances exist to evade paying taxes pursuant to the tax legislation”.
