V. Hroisman: We should to change system of state architectural and construction control and real estate registration radically

Vice Prime Minister, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Volodymyr Hroisman has called on to fight corruption in the construction industry at a meeting of the Board of Directors of the Confederation of Builders of Ukraine March 5.

Addressing the representatives of the national construction market, Volodymyr Hroisman emphasized the need for reformatting work of the State Architectural and Construction Inspection and the Registration Service.

"We should to change the system of state architectural and construction control and registration of rights on immovable property fundamentally. They have been created exclusively for bribery and corruption. You know it. I think it is advisable to return their functions to local governments and to make the procedure for filing of a declaration on beginning construction and on readiness the property for exploitation public. In addition, we should minimize contacts of developers with officials," Volodymyr Hroisman said.

Vice Prime Minister expressed readiness to continue working on simplifying and improving the licensing system in the construction, however, he called unacceptable the existence of such thing as unauthorized construction.

The period during which the procedure of acquiring rights to land continues, and it is 540 days, the Vice Prime Minister named the crime and expressed his willingness to support the achievements of participants of the construction market on facilitation of procedures to receive a location permit.

Volodymyr Hroisman proposed the Confederation of Builders of Ukraine to delegate its experts into the working group on construction, which will operate under the Ministry on the issue of preparation as soon as possible the legal framework that are needed for qualitative changes in the construction industry.
