Gennadiy Temnyk: The Government resumed debt restructuring mechanism of population for public utility services

The Government has resumed debt restructuring mechanism of population for provided services for the maintenance of buildings and structures and adjacent areas and utilities. The There will be restructured the amount of debt, which was formed on January 1, 2013. This was started by Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Gennadiy Temnyk.

According to him, the Cabinet of Ministers of Ukraine approved a bill that makes it possible to restructure the debt of payment for maintenance of buildings and adjacent areas and public utilities (water supply, sewerage, gas, electricity, district heating, waste removal).

“As of today, one of the factors that complicate the financial condition of enterprises of housing and communal services is consumer debt for the received public utilities. The Government meets the people needs, creating the possibility of debt restructuring. In this way they will gradually pay for the services used before," the Minister said.

Draft amendments to this Law (Article 1) regulates that "Amounts of debts due from fees for services and maintenance of buildings and structures and adjacent areas and charges for utilities (centralized supply of hot and cold water , drainage , gas , electricity, district heating and removal of waste (public utilities)) tenants (lessees) and owners of residential buildings (dwellings , flats) that has emerged as of January 1, 2013 in front of the performers/producers of these services, be restructured their payment by installments for up to 60 months depending on the amount of debt and the level of incomes of the date of restructuring.

Citizens conclude - performers/producers of housing services contracts for uniform monthly repayment of restructured debt and timely payment of current payments for housing and communal services for the restructuring of debts.
