Security and defence are the priority of the state and the work of the government during the war. These areas will remain a priority even after our victory. Ukraine is building a new army and rethinking security standards in civilian life.
Today, the first priority is to fully equip the army with everything it needs. In 2024, as in 2023, the government will use all taxes from citizens and businesses from the state budget to finance the Security and Defence Forces.
At the same time, the reorganisation of our army according to NATO standards and the development of a new military-industrial complex will continue. The private sector will become a full partner of the state in the creation of a modernised military-industrial complex.
The government is also intensifying its civil security programmes. This applies in particular to humanitarian demining, the creation of a network of high-quality shelters and security in public spaces.
1. Humanitarian demining
Today, Ukraine has become one of the world's most contaminated regions by mines and shells. The government's goal is to ensure that the demining of our territories takes years, not decades. To this end, Ukraine is building an international demining coalition. The government is creating a full-fledged market for demining services, strengthening the capacity of state demining units by increasing their number and equipping them with modern machinery and equipment. Key priority steps include the introduction of compensation from the state budget for humanitarian demining of land, including agricultural land.
2. Development of the military-industrial complex
Ukraine is actively increasing the production of ammunition, weapons and equipment. The private sector is becoming a full-fledged partner of the state in the development of the military-industrial complex. The state is investing in the latest technologies and weapons. One of the priority areas continues to be the development of domestic production of UAVs. As part of the development of the military-industrial complex, it is assumed that up to 70% of defence contracts will go to Ukrainian manufacturers. The transition to long-term (3-year) contracts for the purchase of defence products will enable better planning of production cycles and investment in new developments. In the medium term, the aim is to ensure that more than 50% of the ammunition and equipment requirements of the Security and Defense Forces are covered by domestic production.
3. Completing the transition to NATO standards
The Ukrainian army is already fighting with weapons from Alliance member states and using NATO standards. At the same time, a transition to Alliance standards is taking place in all areas: from equipment and weapons to planning and analysis. Ukraine presented the updated Annual National Programme (ANP), which is a reform plan for our country on the way to NATO membership. The implementation of this programme will contribute to strengthening efficiency, transparency and accountability in the security and defence sector.
4. Quality shelters network
To ensure the safety of Ukrainian citizens, the government and local authorities are planning the further expansion and provision of shelters. Comfortable and safe shelters are to be set up in homes, public institutions, schools and hospitals. In the near future, 70% of our country's population should be provided with shelters within walking distance.
5. Enhancing security measures in public areas
In response to russia's full-scale aggression, Ukraine must strengthen security measures in the civilian sector. To this end, it is planned to introduce additional security measures in public areas: frames, video cameras, alarm buttons. russia constantly uses terror as the main method to achieve its goals, which requires an adequate response to these threats. Priority steps include the provision of frames at all railway stations, shopping centres and administrative buildings.
6. Establishing clear rules for the circulation of weapons
russian aggression has proven that Ukrainians should have their own weapons to protect their homes and families. It is planned to implement the reform of arms circulation, which will contribute to improving security and control. For the effective implementation of the reform, priority will be given to creating an appropriate regulatory and legal framework.
