    Skaletska Zoriana
    Minister of Health of Ukraine

    Born in 1980 in Lviv.

    Zoriana Skaletska received Doctor of Law in Poland, biomedical lawyer. She has more than 13 years of medical law teaching experience for students, lawyers, medical professionals and managers, journalists at the National University of Kyiv-Mohyla Academy, Bogomolets National Medical University. She held dozens of trainings, workshops and seminars.

    Zoriana Skaletska graduated from the National University of Kyiv-Mohyla Academy with the qualification of a specialist, Faculty of Law in 2002. During 2002-2006 she studied at the Faculty of Law and Administration at Maria Curie-Skłodowska University in Lublin, where she received her Doctor of Laws degree.

    In 2005, she participated in a distance-learning course at the World Bank's Institute "Healthcare and Poverty" and with the support of the World Bank in the Ukrainian pilot course on Health Sector Reform and Financing, Healthcare School of National University of Kyiv-Mohyla Academy.

    During 2011-2012, Zoriana Skaletska took part in the annual extended certificate program for Central and Eastern European Countries "Research Ethics" at Union Graduate College, Schenectady, U.S. She underwent raising of qualification of law teachers under the Open World - Leadership Center program in Atlanta, USA. In 2016, she completed the Flagship course on Health Systems Reform and Sustainable Financing, Harvard T.H. Chan School of Public Health.

    During 2001-2006, Zoriana Skaletska worked as a leading specialist in the department of legal analysis of regulatory acts at the Main Department of Regulatory Policy of the State Committee on Regulatory Policy and Entrepreneurship.

    From 2006 she had worked at the National University of Kyiv-Mohyla Academy, firstly at the Department of International Law and Special Legal Sciences, and later at the Department of International and European Law. From 2014 she is Associate Professor, since 2015 – Associate Dean of Legal Science Faculty. She teaches Human Rights and Biomedicine, and Medical Law. Zoriana Skaletska is a Director of the Ethical and Legal Issues of Bioethics, Pharmaceutical and Medical Law program at the Kyiv-Mohyla Academy’s Center for International Human Rights Protection.

    In 2010-2011, Zoriana Skaletska worked as an expert of the Council of Entrepreneurs under the Cabinet of Ministers of Ukraine and headed legal department of the NGO "Ukrainian League for the Development of Palliative and Hospice Care". She chairs the board of the Ukrainian Medical Law Association. She is a member of the World Association for Medical Law, director of the NGO "Health Forum" and is a leading expert in the "Reanimation Package of Reforms" in medical reform issues.

    Zoriana Skaletska is an analyst, consultant to international organizations. She is the author of more than 50 publications in the legal and business press. She is the author of 25 scientific publications, educational courses in medical subjects. Co-author of a number of bills, expert opinions for the Parliament and the Government, as well as international projects and organizations.
