Born in 1971 in Kyiv.
Has higher education. In 1993 he graduated from Kyiv State Institute of Physical Education.
In 2004 Vadym Huttsait received the honorary title "Honored Worker of Physical Culture and Sports of Ukraine", awarded with the orders of Merit 3rd class ( in 1997), 2nd class (in 2008), "For Merit" 1st class (in 2012).
1986-1988 worked as a sports instructor, instructor in physical culture and sports (swordplay) of Kyiv City Council "Dynamo".
1988-1991 Vadym Huttsait was the instructor of physical culture of the State Committee of the USSR on physical training and sports.
In 1991 he was an athlete-coach of the USSR combined swordplay team of the USSR State Committee on Youth, Physical Culture and Sports; sports instructor of the USSR combined swordplay team of the Kyiv City Sports Committee.
1992-1995 he was an athlete-coach of the USSR combined swordplay team of the Kyiv City Sports Committee.
1993-2002 – service in the Armed Forces of Ukraine.
From 2002 to 2010 Vadym Huttsait was the head coach of the national swordplay team of the State Sports Committee of Ukraine. In 2010 he worked as the Director-General of the State Enterprise "Olympic Training and Sports Center".
2010-2017 he worked as the Executive Director of the SE "Olympic Training and Sports Center" of the State Enterprise "Association of Sports and Business Facilities"; General Director of the State Enterprise Koncha-Zaspa Olympic Sports Training Center.
2017-2018 - Deputy Director of the Department of Education and Science, Youth and Sports - Head of the Department of Youth and Sports of the Department of Education and Science, Youth and Sports of the executive body of the Kyiv City Council (Kyiv City State Administration).
Since June 26, 2018, he has appointed the Director of the Department of Youth and Sports of the executive body of the Kyiv City Council (Kyiv City State Administration).
March 4, 2020 – appointed Minister of Youth and Sports of Ukraine.
