    Koliada Oksana
    Minister for Veterans Affairs, Temporarily Occupied Territories and Internally Displaced Persons of Ukraine

    Born in 1980 in Volochysk, Khmelnytsky region.

    Retired Colonel. Participant of combat operations.

    In 2002, she graduated from the Lviv Institute of Internal Affairs (specialty Law), and in 2007 received a master's degree from the Lviv State University of Internal Affairs. In 2013, she received a certificate from the International Training Project "Woman in Police" and in 2016 - a Certificate in Strategic Communications (National Defense University of Ukraine named after Ivan Cherniakhovskyi, Institute of Information Technology with the participation of the NATO Center of Excellence). During 2016 - 2017 she was a trainee of the National Defense University, specialty Military Information Support.

    She served in the Ministry of Internal Affairs of Ukraine from 2003 to 2015. From 2015 to 2017, she served in the Armed Forces of Ukraine, where she headed the Communications and Press Department of the Ministry of Defense of Ukraine.

    For 3 months of 2017 - Deputy Commander of the ATO (anti-terror operations).

    Oksana Koliada was the developer of specialized courses for journalists working in the ATO area. While working in the Communications and Press Department, she launched the first courses in Ukraine for training and accreditation of military journalists. The effectiveness of this project was evaluated by international observers, and the experience of establishment of the courses was studied by representatives of a number of NATO countries, OSCE experts.

    Working in the ATO/UFO (united forces operation) area, Oksana Koliada triggered the process of establishing regional military press centers (Avdiivka, Severodonetsk). During the aggravation of hostilities in Avdiivka in January 2017, Oksana Koliada establishes there a fully functional press center, coordinates the work of Ukrainian and foreign journalists, organizes live broadcasts and works directly on the front line (Promka, Zenit, Butivka).

    Participated in the Government Communications Reform project with the support of the UK Government (2015 - 2017). During 2016 - 2017 - Chairman of the working group of the Reform Committee of the Ministry of Defense of Ukraine on the development of the strategic communications system in the Armed Forces of Ukraine.

    From March 13 to August 29, 2019 - Deputy Minister for Veterans’ Affairs.

    Oksana Koliada is actively involved in social activities, she is the Chairman of the Board of the Foundation “Information and Coordination Center”, the Chairman of the public association “Veteran's House”. From the beginning, she was the initiator and founder of the Veteran's House, which was opened on the basis of the Neurological Spine Center. Co-organizer of the International Volunteer and Veteran Forum "Where We Are – There is Ukraine!" Member of the project office for the establishment of the Ministry of Veterans’ Affairs, member of the working group for the establishment of the Public Council within the Ministry of Veterans’ Affairs. Co-organizer of the International Conference "VETS: World Practices for the Integration of Veterans to a Peaceful Life".

    Participant in drafting regulatory documents, organizer of a series of regional topical roundtables, involving veterans in the process of discussing the Ministry's functionality.

    Complier of the Photobook “War It Is. Through Volunteer’s Eyes" (by Dmytro Muravskyi, publishing house "Luta Sprava"). Co-organizer of the charity event "Ball of the Defenders", a social project "Job Fair for Veterans". Co-author and coordinator of social projects "When the War Ends", "Faces of Peace", "Sands. The Shattered World." Media expert of the OSCE Project Coordinator Office in Ukraine.

    Married. Has two sons.
