Arsen Avakov was born in 1964 in Baku, Azerbaijan.
1988 – graduated from National Technical University of Ukraine “Kharkiv Polytechnic Institute”, specialty - automated control systems, systems engineer. Worked as engineer in All-Union Scientific Research Institute of Water Protection, Kharkiv.
1990 – founder of one of the first joint stock companies in Ukraine –and president of the “Investor” JSC.
2002 – member of the executive committee of Kharkiv municipal council.
Throughout a presidential election campaign in Ukraine in 2004 he was working a deputy head of Kharkiv regional headquarters of a presidential candidate V. Yushchenko, first deputy head of Kharkiv regional Committee for National Salvation.
March 2005 – elected to the Council of the National Union “Our Ukraine” Party, the Party Presidium member.
February 4, 2005 – appointed the head of Kharkiv regional state administration.
February 9, 2010 – in protest to the systemic steps by V. Yushchenko to support of V. Yanukovych during the presidential elections resigned from the post of head of Kharkiv regional state administration.
April 2010 - joined the "Batkivshchyna" Party and accepted the offer of Yulia Tymoshenko to chair Kharkiv regional organization of the political party "Batkivshchyna" (Yulia Tymoshenko Bloc). Member of the Political Council of the Party.

September 2012 – December 2013 – was in Italy in political exile because of criminal prosecution by the authorities for his opposition activities. The request of Ukraine to Interpol for extradition was rejected by the Court of Appeal of Rome on October 18, 2012. The court in its decision acknowledged the political nature of the prosecution and recorded the fact of selective justice in Ukraine.
2012 – 2014 – MP of Ukraine, VII convocation. Head of subcommittee on matters of legislation on the status of Member of the Parliament of Ukraine of the Committee of the Verkhovna Rada of Ukraine on Rules of Parliamentary Procedure, Ethics and Support to Activity of the Verkhovna Rada of Ukraine.
February 27, 2014 – appointed Minister for Interior of Ukraine.
April 14, 2016, he was appointed as Minister for Interior of Ukraine.
August 29, 2019 - appointed as Minister of Interior of Ukraine.
March 4, 2020 - appointed Minister of Internal Affairs of Ukraine.
