Aliona Babak was born in 1969 in Kryvyi Rih, Dnipropetrovsk region.
Aliona Babak was MP of the VIII convocation elected from Samopomich political party. During the convocation she held the position of Deputy Chairman of the Verkhovna Rada Committee on Construction, Urban Planning, Housing and Communal Services. She was a co-chairman of the Equal Opportunities cross-faction union at the Ukrainian Parliament.
Aliona Babak graduated with honours from the Kyiv State Pedagogical Institute of Foreign Languages with a degree in foreign languages and with the qualification of a foreign language teacher. In 1996, she won in the All-Ukrainian Contest and received a grant to study in the United States with the support of the Edmund S. Muskie Foundation. In 1998, she received her master's degree in business administration and finance from Old Dominion University (Virginia, USA).
She started her career in 1993 as a manager and analyst for the first local government development programs implemented in Ukraine under the Cooperation Agreement between the Government of Ukraine and the US Government.
In the period through 1998-2014 Aliona Babak had worked as a specialist in pricing, financial management in housing and communal services and local development and aftermath she held position of the project manager and leading specialist for the regulation of the activities of natural monopoly entities, investing in urban infrastructure, strengthening local self-government and decentralization, energy efficiency in housing and communal services; attracting funding for housing energy efficiency; effective management of utility companies. She conducted research and consultations with the Center for Integrated Research on Antitrust Policy of the Antimonopoly Committee of Ukraine, the Scientific-Research Economic Institute of the Ministry of Economic Development and Trade of Ukraine; international technical assistance projects funded by the United Nations Development Program, the Organization for Economic Co-operation and Development, the United States Agency for International Development, the World Bank, the European Bank for Reconstruction and Development, the Canadian International Development Agency, the Swiss Confederation, the Program for Social Transformation in Central and Eastern Europe of Ministry of Foreign Affairs of the Netherlands and others.
During her professional life, Aliona Babak has actively conducted research activities on regulation of pricing and development of competition in potentially competitive housing and utility markets. She has nearly 30 scientific papers, including those published in the editions of the Organization for Economic Cooperation and Development. She was the head of research on substantiation of changes and additions to the volumes and sources of financing of the National Program of Reform and Development of Housing and Communal Services for 2004-2010, corporatisation of utility companies operating in the field of water, heat supply and sewerage, formation and adjustment of prices/tariffs for housing and communal services and she explored the issues related to financial aspects of housing management.
In 2004 Aliona Babak together with her colleagues founded the Center for Municipal Development (LLC Institute for Local Development), which she headed for 10 years. At the same time she participated in the work of the All-Ukrainian Charitable Organization "Institute for Local Development" and she was a member of the Board. Over the period of 2007-2013, Aliona Babak participated in the work of working groups on housing and communal services reform at the Ministry of Regional Development, Construction, Housing and Communal Services of Ukraine and was a member of the Scientific Advisory Board of the National Energy and Utilities Regulatory Commission (NEURC).
