    Qualification criteria for service- provider in recruitment of authorized managers for the recruitment of directors and members of supervisory boards at Ukrainian critical SOEs
     

    These criteria, while staying non-binding, are only of a recommendatory nature.

    1. Availability of equipment and supplies.

    On the date of the procurement announcement, a professional recruiter (a professional recruitment company) must have an extensive network of offices (locations, branches, etc.) located in Ukraine, the United States of America and/or at least 5 European Union countries, or enter into the cooperation agreements with parent companies, subsidiaries or other affiliated offices in the specified countries. 

    To confirm availability of an extensive network of offices in the above jurisdictions, it is necessary to attach to a tender proposal extracts from the relevant registries or copies of certificates of registration of a parent company, affiliated offices, branches, etc. 

    To confirm the cooperation framework, copies of the cooperation agreements with parent companies, subsidiaries and other affiliated offices in the specified countries are required.

    2. Availability of qualified personnel with the necessary knowledge and job experience

    Recruitment expert confirms to hire at least two employees who have been employed for at least 5 years with a company (ies) that is, on the date of the procurement announcement, qualified as a member of the Association of Executive Search and Leadership Consultants, and were directly involved into the provision of the recruitment services for the directors or members of the supervisory boards of enterprises. 

    To confirm the qualification of such employees, it is necessary to submit a statement of any format indicating as follows:

    • name, last name and positions of employees which will be involved into the provision of services;
    • duration of employment with the company (s) that is (are) on the date of the procurement announcement, a member of the Association of Executive Search and Leadership Consultants.

    A recruiter confirms that at least one Ukrainian-speaking employee will be involved to render the services. 

    To qualify and prove Ukrainian language competence, a candidate recruiter should submit some statement of any format where it is required to specify name, last name and position (s) of a recruiter (s) that speak (s) Ukrainian to be involved into the recruitment interviews.

    3. Experience in handling similar tasks

    Over the last 24 months a recruiter (s) successfully provided recruitment services for directors or members of the supervisory boards for at least two companies with a registered office in the United States of America or the European Union. 

    To confirm experience in handling similar tasks, a candidate recruiter should file references in any form from clients where such services were rendered.

    4. Other requirements

    Recruiter is an active member of the Association of Executive Search and Leadership Consultants. 

    To confirm membership at the Association of Executive Search and Leadership Consultants, company name should be placed on the Association's website.
