The Parliament should adopt as soon as possible amendments to the Constitution, thereby allowing for the full transfer of powers to the regions, so that no politician could intervene in the life of the consolidated communities, change their budget programs or slow down the decentralization reform. The Vice Prime Minister/ Minister for Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko emphasized at the Forum of Local Governance and the Third Consolidated Communities Forum.
"The next 5 years are essential for Ukraine that is transforming into a European state with a completely European model of governance. We can talk about the reform of decentralization and the changes that are taking place in each community. But there is growing up the generation, which can be deprived of quality services - in education, healthcare, social services. Unless we embark on decisive steps today, we will lose the future for the entire generation of Ukrainian citizens. These decisive measures include the formation of a new territorial basis of Ukraine. To do this, it is necessary to amend the Constitution, adopt the Law of Ukraine "On the Principles of the Administrative-Territorial System of Ukraine", develop prospective plans for the consolidated communities with full coverage of the territory of Ukraine by the CCs, adopt an administrative decision on the amalgamation of communities in accordance with the perspective plans approved by the regional councils . Local elections in 2020 should take place on a new territorial basis", said Hennadii Zubko.
Apart from that, the official stressed that an important component of the development of each community is the maintaining of a dialogue between local governments and businesses, in particular on tax payments. "It is extremely important to ensure reporting real salaries, which will allow each community to receive additional revenues as a result and in the complex with filling local budgets to achieve in 2019 growing revenues up to UAH 291 billion", said Hennadii Zubko.
Another direction of establishing cooperation between communities and business is the development of dual apprenticeship. "The development of local specialties, starting from vocational education to colleges and universities, which the communities have nowadays, depends on local governance. The investor comes first of all for the people who need to be professionally trained. And if we are talking today about labor migration, then not only wages can stop this threat. Today, high quality in various spheres such as education, medicine, infrastructure, administrative services provision can keep people from migration", stressed Hennadii Zubko.
