  • Seventh meeting of Multi-Agency Donor Coordination Platform for Ukraine takes place

    On December 19, the 7th meeting of the Steering Committee of the Multi-Agency Donor Coordination Platform for Ukraine, which was launched earlier this year to coordinate international assistance for Ukraine's urgent needs and long-term recovery, took place.

    At the meeting, the Committee and partners addressed issues of key importance to Ukraine, including ensuring macroeconomic stability in 2024, expanding the Platform, and pursuing reforms on the path to Ukraine's accession to the EU.

    "The main task of the Platform for 2024 is to mobilise external budget support to ensure economic resilience and social protection of the population. Despite the full-scale war, which inflicts huge losses daily, we proceed with reforms and stand ready to fulfil numerous obligations under the agreements and recommendations of our partners. Ukraine needs reforms first and foremost," Prime Minister Denys Shmyhal said at the opening of the meeting. He thanked all partners for their substantial financial support which had helped Ukraine to survive.

    Minister of Finance of Ukraine Sergii Marchenko told about the financing of the budget in 2023, the measures taken by Ukraine to maintain macro-financial stability and the urgent financing needs for 2024 in the context of ongoing aggression by russia. According to the Ministry of Finance estimates, next year's external financing needs will exceed USD 37 billion.

    "We have applied comprehensive measures aimed at maintaining macroeconomic and financial stability in wartime. As a result of systematic cooperation with international partners, the Government has managed to attract over USD 39 billion of external funding. This allowed us to make all priority expenditures on time and in full. However, in order to ensure macroeconomic stability, sufficient, timely and predictable external financing is needed next year starting from January 2024," said Sergii Marchenko.

    Oleksandr Kubrakov, Co-Chair of the Coordination Platform and Deputy Prime Minister for Restoration of Ukraine, stressed the importance of expanding the Platform to ensure the presence of Ukraine's main partners in adoption of important decisions and to maintain the effectiveness of the Platform.

    "The enlargement of the Platform is crucial for streamlining our efforts to coordinate and mobilise support effectively, a demonstration of our partners' solidarity during the ongoing war, and a shared responsibility to support recovery and reconstruction. This allows the Government of Ukraine to harmonise the implementation of reforms and accountability, including together with support programmes," the Deputy Prime Minister stressed.

    Yuliia Svyrydenko, First Deputy Prime Minister of Ukraine and Minister of Economy of Ukraine, briefed participants on the preparation of the Plan under the EU's New Ukraine Facility.

    "Ukraine appreciates the support of the European Union and all international partners. We strongly believe that the EU will reach a consensus and the Ukraine Facility will be fully established. For our part, we have almost completed work on the draft Plan for the Ukraine Facility. We are currently in consultations with the European Commission to prepare all the documents necessary for the implementation of the programme," said Yuliia Svyrydenko.

    The next meeting of the Platform's Steering Committee is scheduled to take place in February 2024 in Kyiv.

    Background information

    The Donor Coordination Platform was established to coordinate support for Ukraine's immediate financial needs, reconstruction and future economic recovery from various sources and identified funding instruments. The Steering Committee of the Platform consists of senior officials from Ukraine, the G7 countries and the European Union. The Steering Committee is co-chaired by senior officials from the United States, the European Commission and Ukraine - Oleksandr Kubrakov, Deputy Prime Minister of Ukraine for Restoration and Minister for Communities, Territories and Infrastructure Development, Mike Pyle, Deputy National Security Advisor for International Economics, on behalf of the United States, and Gert Jan Koopman, Director-General at the European Commission's Directorate-General for Neighbourhood Policy and Enlargement Negotiations, on behalf of the European Union.
