Due to the active work of the State Agency for Energy Efficiency and Energy Saving, the UNDP energy services and experts project in Ukraine, the development of ESCO-factoring - an effective banking tool for lending to energy service projects, has been started.
Thus, in 2019, according to the ESCO-factoring model, the Commercial Industrial Bank issued loans to investors:
- 1st pilot loan to the tune of around UAH 3 mn;
- 2nd loan to the tune of UAH 2 mn;
- 3rd loan to the tune of almost UAH 16 mn to be implemented in 2 tranches: UAH 7.3 mn and UAH 8.5 mn.
The 3rd loan agreement was reached between the investor and the bank following the successful implementation of the first ESCO factoring project. Thus, over the last 6 months of this year, 85% of the loans attracted by the company have already been returned to the bank ahead of schedule.
Given the effectiveness of such a factoring model, the bank decided to increase the amount of credit for ESCO projects by more than 5 times - up to almost UAH 16 million.
In addition, the bank's confidence in the ESCO mechanism has affected the following:
- reducing the lending rate by several percent;
- extending the credit term 2 times.
"Thus, the third project of ESCO-factoring will allow to implement energy-efficient measures in about 60 budget establishments in 5 cities of Ukraine: Kyiv, Odessa, Slavutich, Borodianka, Drohobych", said the Chairman of the State Agency for Energy Efficiency and Energy Saving Serhii Savchuk.
With the support of State Agency for Energy Efficiency and Energy Saving and the UNDP energy services project, the widespread introduction of factoring will accelerate the pace of investment in energy services in Ukraine several times.
