"In 2019, the share of local budgets in the consolidated budget of the country should make up 51%. We maintain this trend", Vice Prime Minister/Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko made this statement at a meeting of the Donor Board on Decentralization Reform in Ukraine.
"Due to the budget decentralization, local budget’s of all levels increased 3.4 times from UAH 68.6 billion in 2014 to UAH 231 billion in 2018. The draft state budget for 2019 submitted to the Parliament stipulates for the increase of local budget’s revenues to the tune of UAH 291.1 billion. We also left all state support progams for consolidated communities and regional development unchanged. And taking into account above said, the local budgets are projected to to the tune of UAH 652 billion", Hennadii Zubko stressed.
He placed a special emphasis on the fact that the significant innovations of local budgets for the next year will be the revenues obtained from individual income tax and from the lease of land plots; crediting 5% of the rental fee for the extraction of minerals of national value; preservation of the enrollment of 13.44% of the excise tax on fuel to local budgets, etc.
