
Stepan Kubiv chaired interagency working group on monetization of housing subsidies
On September 26, the Cabinet of Ministers of Ukraine approved a decision on the creation of an interagency working group to prepare proposals for monetization of housing subsidies. The working group will be headed by First Vice Prime Minister/ Minister of Economic Development and Trade of Ukraine Stepan Kubiv.
"The Government is aware of the importance of creating an effective system of targeted monetary compensation for housing and communal services for vulnerable groups of the population. This system should be accessible to citizens, exclude possible abusive practices of calculation of subsidies, and finally start to encourage recipients of the housing and utilities subsidy to increase energy efficiency in their homes. The initial stage of this reform unveiled a number of systemic problems faced by the state authorities responsible for its implementation. The format of the working group will allow more efficiently to plot and implement the reform of monetization of subsidies, to establish better communication and exchange of financial information between different authorities ", Stepan Kubiv commented on the need for the launch of work of the interdepartmental working group.
According to the decision, the working group will also include Minister of Social Policy of Ukraine, Deputy Minister of Economic Development and Trade of Ukraine, Minister of Finance of Ukraine, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine, Minister of Energy and Coal Industry of Ukraine, Head of the State Regulatory Service, heads of departments of Ministries, representatives of the National Bank of Ukraine and NJSC Naftogaz of Ukraine.
The key tasks of the working group are: identification of ways to solve systemic problems related to granting housing and communal subsidies to the population in cash at the level of the final consumer and the formation of proposals for monetization of housing subsidies and providing coordination between the various executive authorities responsible for state policy on the implementation of the reform of monetization of housing subsidies.
