Despite the fact that the enemy forces us to adjust our plans, the Government has scenarios of action depending on how the situation develops. This was stated by First Deputy Prime Minister - Minister of Economy of Ukraine Yuliia Svyrydenko at a meeting of the Verkhovna Rada Committee on Economic Development on November 16, 2022.
"Today we can admit that Ukraine's economy has demonstrated considerable flexibility and adaptability. The initial shock has elapsed, and Ukrainian business, with the support of the Government, has found solutions to complex problems.
Following the results of QIII, we noted that we had already passed the peak of the decline and were on a plateau. There were reasons for optimism: the GDP decline in QIII slowed down, the dynamics of foreign trade improved. However, the destruction of our energy infrastructure in October forced us to clarify our forecasts for the second reading of the draft State Budget for 2023," said Yuliia Svyrydenko.
At the same time, she stressed that the current situation remains critical, but under control.
During the meeting, the First Deputy Prime Minister - Minister of Economy of Ukraine informed the MPs of Ukraine about the current state of the economy, measures taken by the Cabinet of Ministers to stabilize it. As well as on further plans of the Government on reforms.
In particular, it was noted that the preparation of decisions on decentralization, reforms of intellectual property, State Labor Service, State Reserve Service, state-owned enterprises, etc. continue as scheduled.
"Small privatization" continues: since September 19, after its resumption, 58 successful auctions have been held. As a result, the budget received one and a half billion hryvnias, and in addition, the winners must pay off the debts of the acquired enterprises to the budget and on wages. More than 120 auctions are planned to be conducted by the end of the year.
The mobilization economy is working: almost 30 thousand enterprises are performing mobilization tasks. To help businesses, the Government has introduced and is implementing a number of programs. In particular, grant programs are in great demand. To date, more than 15,300 applications have been submitted for grants and microgrants. Positive decisions have been made on 2,396 applications for UAH 1.8 billion. The program of affordable loans "5-7-9%" continues - since the beginning of its implementation 50,000 loans for UAH 153.5 billion have been issued.
At the same time, the Government is actively working on the issues of attracting investments to Ukraine, in particular through the Advantage Ukraine platform and providing war risk insurance for investors.
During the meeting, the participants discussed further steps to synchronize the work of the Government and the Parliament for faster implementation of reforms and effective responses to current challenges.
