    Good afternoon, dear colleagues, fellow Ukrainian citizens!

    Today, on Holocaust Remembrance Day, we bow our heads in memory of the millions of people who were tortured. The pain of the Jewish people is also our pain. Hundreds of thousands of Ukrainians of Jewish origin and those who helped them were murdered because of the Nazis' fierce hatred.

    The persecution, disregard, and cruelty to people on ethnic and national grounds during World War II should have been a warning to all nations of the world to prevent this from ever happening again.

    But today we are facing a new atrocity. Terror and executions of civilians, murders of children and women, threats to solve the "Ukrainian issue" this time.

    The global community must respond with decisive and consolidated actions to hatred and tyranny in order to win the final victory over them.

    Yesterday Ukraine survived the 13th major air attack against our energy system. russian terrorists do not give up their attempts to destroy our energy system and deprive us of heat and light.

    This time, the main target of the enemy was high-voltage infrastructure. Air defense forces shot down most of the missiles. However, five high-voltage substations in the central, southern and southwestern regions were hit.

    That is why it is important that this week, during the Energy Ramstein meeting, we managed to agree to increase assistance to Ukraine's energy system.

    We understand how to survive this winter, but we are already preparing a plan to restore our energy system in the spring and summer. We are not talking about temporary solutions, but about changing approaches, building and developing decentralized generation, and rebuilding and protecting distribution networks.

    In fact, the issue of rapid restoration of the power system was one of the key issues at yesterday's meeting in the format of the Financial Ramstein. This year we need to finance a huge budget deficit of about USD 38 billion. Another USD 17 billion is needed this year for the rapid restoration of the energy sector, humanitarian demining, and the reconstruction of housing, critical and social infrastructure. In the format of the Financial Ramstein, we are also bringing together Ukraine's key financial donors to ensure that all support is systematic, effective, and transparent.

    At the same time, we continue to develop a long-term recovery strategy. We are inviting our partners to join us. We expect that the Organization for Economic Cooperation and Development will play a key role in this strategy. The OECD was established after World War II and helped to implement the Marshall Plan for the reconstruction of Europe.

    Today, the Government is submitting a draft law to the Parliament that will allow us to establish an OECD Office in Ukraine. We submitted our application to join the organization last summer. A month and a half ago, we agreed with OECD Secretary-General Mathias Cormann to open an office in Kyiv. Now we are taking a step on our part to implement this agreement. Why is it so crucial? Because we are forming a large coalition of countries and organizations to implement the Recovery Plan for Ukraine as efficiently and quickly as possible.

    One of the key elements of the Recovery Plan will be Ukraine's accession to the EU. Preparation for accession is among the Government's priorities.

    We have established very close and fruitful cooperation with our European partners at the level of the European Commission, the European Parliament, and the European Council. On February 2, European Commissioners and the President of the European Commission Ursula von der Leyen are due to arrive in Ukraine for intergovernmental consultations. These will be very practical talks on how to accelerate Ukraine's path to the EU, what reforms we are launching, and what assistance we need. The next day, on February 3, the EU-Ukraine summit will take place. We are continuing our European integration very quickly and we clearly understand the immediate prospects for Ukraine to become an EU member.

    Returning to the issue of the financial Ramstein. One of its important elements was the discussion of programs to support the private sector in Ukraine, insurance of investments against military risks, and the development of public-private partnerships.

    It is particularly important for us to continue and expand our support programs for small and medium-sized businesses. This applies, in particular, to the eRobota program of non-refundable grants. According to opinion polls, more than 60% of Ukrainians want to own their business. More than 2,000 businesses across the country have already been established thanks to this program.

    Today we are approving a resolution that will expand the sources of funding for the eRobota program. The National Bank of Ukraine has created a special account called the Economic Recovery and Transformation Fund. We propose to use the funds from this account to provide grants for processing under the eRobota program. This will help to create and expand dozens of processing enterprises and create thousands of new jobs.

    And finally. Pursuant to the decision of the National Security and Defense Council, the Government approves a resolution prohibiting officials from traveling abroad without valid reasons during the war. Members of Parliament, government officials, local authorities, prosecutors, judges, and many other officials can cross the state border on the basis of an official business trip. Traveling abroad for negotiations, medical treatment, or to care for minor children is allowed. But not to go on vacation. Unfortunately, there are those who, on the 12th month of a full-scale war, have not understood these basic things. Therefore, there was a decision of the National Security and Defense Council, a corresponding decree of the President of Ukraine, and now there is a corresponding resolution of the Cabinet of Ministers.

    We continue to work. We believe in victory and do our best to bring it closer.
