    The Government of Ukraine transitions to a medium-term budget planning and works on all strategic decisions in the format of Government policy - with clear frameworks, criteria, goals and objectives. This was stated by Prime Minister of Ukraine Volodymyr Groysman during a regular meeting of the Strategic Government Committee. Government officials devoted today’s meeting to issues that require a strategic vision and medium-term plan for achieving goals. It was concerned the development of vocational education and the reform of the emergency healthcare sector.

    "Those are persistent problems that have not been addressed for a long time", said Volodymyr Groysman.

    The PM drew attention to the fact that vocational education is an essential element of the entire education system, which is the basis for the professional guidance of young people in western countries. Instead, in Ukraine, through the chronic "residual principle" and the artificial "lack of prestige" of workers' professions, children are trained on a material basis created 50 years ago and often according to the principle "to fill the place" so that the institution does not lose a budget subvention. It has nothing to do with the quality of education and the actual training of personnel.

    That is why the Government sees it crucial to pursue a new policy based on the adoption of a number of laws that will be developed in the near future, changing the principles of providing educational services, in particular streamlining the network of vocational education institutions and establishing clear relations with employers for the introduction of dual education system.

    "I would also suggest considering the possibility of creating 5-7 unique regional centers with a powerful platform for training the most demanded professions", suggested the Head of Government.

    With regards to the reform of emergency medicine, the PM reminded that this year a pilot project for the emergency care reform is to launch in Ukraine in 5 regions. "They will become a prototype for the whole system in the country", said Volodymyr Groysman. "That is why we need to understand now what we want to get and what resources we have to mobilize all the available opportunities." Among such capabilities, the Head of Government called airborne services of the Ministry of Internal Affairs, which can and should be involved in emergencies.

    Background 

    The Cabinet of Ministers of Ukraine established the Strategic Committee on January 10, 2019, at the first Government meeting of the current year. The purpose of work is to formulate policies and foundations for government decisions in the context of Ukraine's transition to three-year budget planning. The Committee’s objectives are to consider the formation and implementation of priority reforms of the Cabinet of Ministers; the formation of conceptual, strategic and program documents of the Cabinet of Ministers, as well as the approval of policy proposals of ministers. Moreover, the Committee shall discuss draft regulations of the Cabinet of Ministers on approval of Government Priority Action plans for the relevant year and reports on their implementation; reports of ministries and other central executive bodies on implementation of priority reforms of the Cabinet of Ministers in relevant areas of state policy; draft laws on the State Budget of Ukraine for the relevant year and amendments thereto. The members of the Committee are all members of the Government of Ukraine.
