The issue related to the restoration of Donetsk and Luhansk regions needs comprehensive solutions in all areas - from support of the social sphere to the redevelopment of entrepreneurship. The implementation of exclusively targeted projects should sink into oblivion, Prime Minister of Ukraine Volodymyr Groysman stated during a meeting on implementation of recovery and development projects in Donbas.
The Head of Government stressed that the region possesses significant resource - in total a sum worth UAH 12 billion, which was allocated under various state programs and assistance programs and added that these funds should be used as efficiently as possible.
"We have enough resources that could be used effectively. And this should be systemic steps - road restoration, education, medicine, entrepreneurship, the Prime Minister stressed. – We switch to a systemic work as concerns the Donetsk region, in order to see results in each sector".
The meeting participants noted that in general, the number of projects that are planned to be implemented or already being put in practice is impressive. The number of projects being carried out in Luhansk region makes up 590, in Donetsk - 1262. They are pertaining to building housing, infrastructure development, including roads and checkpoints, capital repairs for schools, hospitals, sports facilities.
"I am not satisfied with the real state of affairs. Normal conditions must be created. There are funds, the tasks are set, and people are living in appalling conditions. And the problem is that there is no holistic vision. There is a lack of a comprehensive blueprint. What do we need? The integral and comprehensive plan for restoring Donbas. We are working in order to ensure a decent life for citizens. Thus, we must pay attention to both social infrastructure and industry sectors. I am not interested in the percentage of disbursed investment. I'm interested to make sure that each hryvnia is being allocated to a concrete project", the Prime Minister stressed.
He suggested to check all exisitng projects for their necessity and relevance to the needs of people. " We begin to think over the proposals of the strategic plan in order for people to have a normal road, kindergarten, school, hospital, etc. I repeat: a holistic vision is needed. We will synchronize state programs on roads, in medicine, they can all be connected, Volodymyr Groysman claimed. - We understand that this is a territory where hostilities are taking place, but the situation needs to be changed. It is necessary to establish normal living conditions and infrastructure facilities for people. This is a matter of honor. Let's start this work. We do not have to think about the "number of objects". We must think how these peojects will benefit people living in Luhansk and Donetsk regions".
